- The Government is providing the consolidated questions and answers�and the revised statement of work as a result of the questions submitted in response to this combined synopsis solicitation. Please see attachments labeled ""Consolidated questions and answers"" and ""Revised Statement of Work"" ------------- Combined Synopsis- Solicitation for Commercial Items (IAW FAR 12.603)��������� �������� ��������������� Contracting Office Address Department of the Air Force 766 Enterprise Sourcing Squadron Joint Base Pearl Harbor � Hickam (JBPH-H), 90 G Street, JBPH-H, HI 96853-5230, United States Description This is a combined synopsis/solicitation, which is expected to result in an award of a �Firm-Fixed Price� contract prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� This synopsis/solicitation is conducted as a commercial item procurement using Simplified Acquisition Procedures, FAR Part 13.� An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the synopsis/solicitation; (2) that receives a rating of �Acceptable� on the Technical Capability evaluation factor; and (3) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable.� The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable. This synopsis/solicitation contains twelve (12) courses in the field of Information Technology. The contractor shall provide on-site training for eight (8) students per class, exam vouchers, certificates of completion, and provide students with continuing education units (CEUs).� Courses should include the exam voucher, course materials, instructor travel costs, and administration. �The synopsis/solicitation is according to the following: SOLICITATION: �Request for Quote (RFQ) number is F2CT610157AW01.� SET ASIDE: This requirement is set aside for Woman Owned Small Business Set-Aside. NAICS: The applicable NAICS is 611420, Computer Training; the size standard is $11.0 Million. Description of requirement: See attachment 1 � Statement of Work, Attachment 2 � Tentative class schedule Period of Performance: 1 September 2020 � 31 August 2021 Performance Location: Oahu, HI Contract line item numbers (CLINs): See attachment 3 � Schedule B, Pricing FAR 52.212-1 � Instructions to Offerors - Commercial Items (Jun 2020). REQUIREMENTS.� All quotes shall include the following minimum information:� Company Name, Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Point of Contact, Phone, Fax, Email. Offerors Reps and Certs, IAW FAR 52.204-7 and DFARS 252.207-7004 Alt A, prospective vendors must be registered in the System for Award Management (SAM) database prior to contract award.� Lack of SAM registration shall be a determining factor for contract award.� Prospective vendors should visit the SAM website at http://www.sam.gov.com to register. QUESTIONS AND ANSWERS.� All questions must be submitted via email to Mr. Christian Freire at christian.freire@us.af.mil.� All correspondence emails need to include the solicitation number �F2CT610157AW01� in the subject line.� Emails that do not include the solicitation number in the subject line will be considered spam and will not be reviewed.� The deadline for submitting questions is no later than Wednesday, 12 August 2020.� Questions submitted after the aforementioned cutoff date will not be reviewed or answered.� Answers will be provided no later than Saturday, 15 August 2020. OFFER DUE DATE. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest price, technically acceptable.� This is an �all or none� requirement and will be awarded on one contract.� Multiple contracts will not be issued.� Vendors who do not quote the entire package requested will be considered non-responsive and their quote will not be evaluated. The offeror�s quote does not clearly meet the requirements of this Solicitation and Attachment 1 � Statement of Work� A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) FAR 52.212-3 � Offeror Representations and Certifications - Commercial Items (Jun 2020) The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision.
