Description
36C24720Q0575 - Re-core Locks throughout Hospital and Remote Clinics Carl Vinson VAMC, Dublin, GA. Questions and Answers cut off date is Friday August 21, 2020. Question: Best MX8 is no longer a current manufactured product.  The current product is Dorma Kabba Best Coremax . Medeco offers a equivalent product (seven pin SFIC direct retrofit) which also has a longer patent date (2030). Medeco has a multiple SDVOSB distribution partners who would like to participate in this solicitation with alternate equal product. Because this solicitation is a replacement of all existing cylinders and keys, and the incumbent system will be replaced, we are requesting approval under FAR 6.302-1 reference to brand name or equal descriptions, and other purchase descriptions that permit prospective contractors to offer products other than those specifically referenced by brand name, provide for full and open competition Answer: Dorma Kabba  bought Stanley and Best.  We must use the Best Coremax system, if not all the door knobs in the hospital will have to be replaced and we will have to buy all new key cutting equipment and someone will have to be trained on the Medeco system and that would cost five times the best Coremax system.  Medeco is not an acceptable equivalent product and is not approved for this solicitation. Question: I appreciate your consideration and know that upon closer examination the VA will realize that Best is only a brand, not a format, and that many other companies including Medeco provide the exact same format, with superior features and value to the Veterans Administration.   Honestly, I am  surprised that the VA is looking to mechanically rekey at all, as the overwhelming trend in VA facilities has been to electronically rekey with SFIC electronic cores that provide audit trails and never have to be rekeyed again as they can be reprogrammed.  Since the electronic Key software was approved on the VA TRM list and now allows remote updating of keys at CBOCs or elsewhere on campus, I have worked almost exclusively with VA facilities moving away from these mechanical key systems towards electronic SFIC keys as the ROI is so robust.   These electronic cores are currently being installed in VAMC Houston, VAMC West Palm Beach, VAMC Salt Lake City, VAMC Canandaigua NY, VAMC Indianapolis, were just awarded in VAMC Tuscaloosa and are in the solicitation phase in VAMC Augusta.  Recognizing that it is a little late in the process since this in the solicitation phase, I am including some information on the electronic core format that might interest your staff as this seems to be the trend. Of course, Medeco still supports mechanical technology as solicited here with our X4 platform   It also maintains a longer patent life than the competitors product that is noted..  Medeco, through an SDVOSB distributor, is in the process of mechanically rekeying VAMC Hampton with the Medeco X4 in SFIC format Best locks at this time. Answer: I can only address what the need is for the facility and what their expectations are. We are requiring a 7-pin system. Not to mention that all the equipment (cutting machines, key blanks, repining kits and software) or all best now. In addition, it would cost the Government five times the best Coremax system to switch to another lock. To address the electronic Key software that was approved on the VA TRM; that is not a desire/requirement that the facility is requesting at this time. Please submit your quote as required if you feel your company is still capable of satisfying this requirement.
