Description
This is a PRE-SOLICITATION NOTICE. The solicitation associated with this notice will not be available until APPROXIMATELY 15 DAYS from the date of this notice. Contractors should not contact the contract specialist or contracting officer seeking the solicitation as it will not be available until APPROXIMATELY 15 DAYS after this notice. The expected issue date for the solicitation is August, 2020. This synopsis is not a request for a proposal, and no proposal submitted in response to this synopsis will be evaluated. No verbal or phone conversations will be accepted. The Defense Health Agency (DHA) has� a requirement to provide Healthcare Facilities Accreditation Services.� The Military Medical Treatment Facility Accreditation contract provides�the foundation for clinical quality management to build a program based on nationally recognized, evidence-base standards integrated with high reliability principles and continuous standards compliance.� �HFAS services include accreditation of MHS healthcare facilities by an external, nationally recognized accreditation organization through an onsite survey process to support DoD in providing safe, quality healthcare. The types of healthcare services provided by DoD requiring accreditation include hospital, virtual/telehealth services, ambulatory clinics, dental clinics, ambulatory surgical centers, behavioral healthcare (inpatient units and ambulatory clinics), and home health care.� �Services also include certification of MTF PCMH services to demonstrate compliance with national criteria and standards for the medical home model.� The services provided through the Military Medical Treatment Facility Accreditation contract include initial accreditation and certification for newly realigned MTFs as well as the sustainment of existing accreditation and certification status for all other MTFs.� Coordination of the timing of accreditation and certification is essential to prevent lapses in MTF accredited and PCMH certified status.� In addition, HFAS�services support maintenance of accreditation through tools to support continuous compliance and knowledge/skills development for DHA MTF, Market, Region, Headquarter, and Service staff.� The tools support self-assessment for use by DHA MTFs, Markets, Regions and Headquarters to determine and document compliance with standards, identify specific risk points, and analyze organizational and enterprise performance to develop strategies for clinical quality improvement �Training and skill development topics include the accreditation and certification requirements, standards, survey process, reporting and identified areas on non-compliance. This procurement will be Full and Open.� All responsible business concerns that meet NAICS 813920 size standard may submit an offer which will be considered for award.� This acquisition will utilize Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The resulting contract will be a single-award firm-fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) services contract with firm, fixed prices and fixed unit prices (CLINs).� The project period of performance is a one-year base period, four (4) one-year option periods, and the potential for a six (6) month extension of services period, if required, in accordance with FAR 52.217-8, Option to Extend Services. Any interested Contractor must be registered in the System for Award Management (SAM) at www.sam.gov.� Any prospective offeror's SAM registration must include the applicable NAICS code 813920 for this acquisition. Offerors shall be responsible for monitoring the website for amendments to the solicitation until it closes.� The RFP must be retrieved and downloaded from beta.SAM.gov at www.beta.sam.gov.� No hard copies of the RFP will be issued.� All amendments will be posted and must be retrieved from this website.� No solicitation mailing list will be compiled. Hand-delivered and mailed submissions of proposals will not be accepted.� Proposals must be sent electronically via email submission no later than the date and time specified in the solicitation.��
