- The Naval Air Warfare Center Aircraft Division (NAWCAD) located at the Naval Air Station, Patuxent River, MD has a requirement for Flight Management System (FMS) Navigation Database software subscriptions compatible with the E-2D in support of the Program Management, Air (PMA 231) E-2/C-2 Program. The Government�s requirement is to procure a Navigational Database subscription service for aeronautical navigation software compatible with the E-2D Advanced Hawkeye (AHE) FMS software version 3.2A and later. The contractor shall provide software subscriptions that meet the Federal Aviation Administration (FAA) Data Integrity Assurance Level Two for essential data elements and compatible navigation data with the data coverage for Required Navigation Performance Area navigation (RNP RNAV) functionality in accordance with NAVAIR System Specification for Performance-Based Navigation, Rev 2.� The Contractors� delivery format shall be in compliance with Aeronautical Radio, Incorporated (ARINC) cycle every 28 days via ARINC text file to PMA 209 Communication, Navigation, Surveillance, Air Traffic Management (CNS/ATM) for certification. The Government requires a 100% solution interoperability with this acquisition. The Government requires Navigation Database software subscriptions for 54 aircraft in Fiscal year 21 (FY21) with extending option years thereafter for 59 aircraft in FY 22, 63 aircraft in FY 23, 68 aircraft in FY 24, and 74 aircraft in FY 25. The period of performance start date for the base period is 22 March 2021. The contract type is going to be a Firm-Fixed Price (FFP). ANTICPATED PEROD OF PERFORMANCE Base Period���������������������������������������� 22 March 2021 - 21 March 2022 Option Period I���������������������������������� 22 March 2022 - 21 March 2023 Option Period II��������������������������������� 22 March 2023 - 21 March 2024 Option Period III������������������������������� 22 March 2024 - 21 March 2025 Option Period IV������������������������������� 22 March 2025 - 21 March 2026 This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" A determination by the Government not to compete this effort is solely within the discretion of the Government. Jeppesen is the sole developer and owner of the Flight Management System (FMS) Navigation Database software and is the only vendor capable of providing the required subscriptions.
