COMBINED SYNOPSIS/SOLICITATION DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The Air Force will not issue a written solicitation. This Synopsis/Solicitation constitutes the only request for quotes for this requirement. �This solicitation utilizes FAR Part 13 procedures. �The Government reserves the right to award without discussions.� The solicitation document, FA8604-20-Q-5040, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2019-03 (See Attachment 1). The associated NAICS code is 519130 and small business size standard is 1000. REQUIREMENT DESCRIPTION: �DoD Libraries require access to a database that provides current, general health information that covers diseases and conditions, drugs, diagnostics and tests, therapies, treatments, and surgery options The subscription: Must be able to provide under CLIN 0001, Health Database, the following minimum characteristics: Health coverage should be highly comprehensive with access to peer-reviewed, full-text academic journals, magazines, periodicals, reports, books and videos The database needs to have a discovery layer, the ability to sort by source types and publication date, subject thesaurus, and viewed in HTML or PDF Health documents should cover more than seventy-five (75) topic portals and offer reference, journal coverage, news, and peer reviews in full-text Customer convenience services should include online help, option to save, print, email, save search histories and results, streaming audios and videos, download, annotate, cite, and save available information Access to information should be seamless, minimal response time between query initiation and query results, and search results within 5-10 seconds Database must be able to provide password embedded URL�s for access through Library OPACS It also must be able to interface with the Air Force Portal, Army Knowledge Online (AKO), Marine Corps, Military OneSource, and Navy Digital Library (NDL) Must be able to provide under CLIN 1001 - 4001 Health Database (Option(s) 1-4): The same characteristics listed under CLIN 0001 CLIN DESCRIPTION: CLIN�������������������������� Item Description���������������������������������������������������������������������� LOT 0001��������������������������� Health Database���������������������� ����������������������� � ��������������������� 1 ����������������������������������� Base Period: 30 September 2020 � 29 September 2021 1001��������������������������� Health Database Option Year 1������������������������ � ��������������������� 1 ����������������������������������� Base Period: 30 September 2021 � 29 September 2022 2001��������������������������� Health Database Option Year 2������������������������ � ��������������������� 1 ����������������������������������� Base Period: 30 September 2022 � 29 September 2023 3001��������������������������� Health Database Option Year 3������������������������ � ��������������������� 1 ����������������������������������� Base Period: 30 September 2023 � 29 September 2024 4001��������������������������� Health Database Option Year 4������������������������ ���������������������� 1 ����������������������������������� Base Period: 30 September 2024 � 29 September 2025 There is further information for each CLIN below. Electronic access to the subscription shall provide for twelve (12) months with four (4) 12-month option periods from 30 September 2020 to 29 September 2025. The Air Force anticipates a Firm Fixed Price (FFP) purchase order. QUOTE REQUIREMENTS: The offeror shall provide the following within their quote to be considered responsive: This is not a brand name requirement as offerors are encouraged to offer products other than those specifically referenced by brand name. The quote shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.� This may include product literature or other documents if necessary. The Government will evaluate the quotes for CLINs 0001 - 4001 separately, and reserves the right to award, or not award, each individual CLIN. The Government reserves the right to select all, part, or none of the separately priced efforts contained in each contractor's quote in response to this solicitation. The Government reserves the right to award each effort separately to multiple contractors. If a contractor is only able to provide a portion of the supply, this should not preclude them from submitting a quote. The contractor may propose additional products to the one requested, if it they feel it provides additional value to the United States Government. If additional products are proposed, the vendor should ensure it is severable from the base requirement of the USG, where possible. If an offeror requires an end user license agreement, this shall be included in the quote.� The quote should include the past performance information found in Attachment 3. This shall include at least one previous example of a previous job of the similar size. Please, include a POC for the customer, and sufficient detail to display the parameters of the similar pervious performance. The CO is also requesting electronic access to the offered products for three (3) days.� Please include instructions to obtain this access.� The access provided is strictly for evaluation purposes only. The Government shall not receive a benefit from the three day access. This will be used if the selection cannot be made based on the vendors quote alone.� It may also be used to verify the content in the quote.� EVALUATION DESCRIPTION: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.� The following factors shall be used to evaluate offers: Technical Capability: Technical capability will be evaluated by the vendor�s ability to meet the minimum requirements listed throughout this solicitation. Any additional technical capability provided will be used to determine best value. Price: Price will be evaluated by comparing pricing for product. Past Performance: Past performance will be evaluated IAW FAR 13.106-2(b)(3) The relative importance assigned to each evaluation factor is not provided, in accordance with FAR 13.106-1(a)(2).� Comparative evaluations of offers will be conducted to determine which product is most advantageous to the Government, price and other factors considered. ��� 52.212-2, Evaluation--Commercial Items, does NOT apply to this effort.
