- The United States Marshals Service (USMS), is conducting a Sources Sought synopsis for information purposes only. This is not a solicitation announcement. Currently, no solicitation is available. This request for information does not commit the Government to pay any cost incurred in preparation of any submission to this Sources Sought Notice. The anticipated scope of services will be for the management and operation of a Contractor-owned/Contractor-operated detention facility to include guard and transportation services within the regional areas of the�State of Tennessee to include:� Eastern Arkanasa, Eastern Missouri, Northern Alabama, Middle Tennessee, East Tennessee, Western Tennessee, and surrounding areas for approximately 600�detainees�charged with federal offenses and detained while awaiting trial, sentencing or hearings. The purpose of this request for information is to gain knowledge of potential qualified sources. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be publicized in FedBizOpps. All interested offerors will be required to respond to the solicitation announcement in addition to responding to this sources sought synopsis. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. Construction of a new facility will not be a consideration, however, USMS will consider facility expansion, or construction of a limited addition to an existing structure, or facility. USMS will consider any size facility, or portion of an operating facility which may be available for housing of Federal prisoners. Interested parties having the required physical plant to meet the above requirement should submit a capability statement to include the location of the facility and the following: Name and address of firm; size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact name, address, and phone number). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.
