- Source Sought Notice:� DFSP Ozol � Environmental Remediation Services. In accordance with FAR 6.302-1(d) and FAR 5.201, the Defense Logistics Agency (DLA) Energy, Bulk Petroleum Supply Chain Services, Environmental Services Branch (FESDA) is posting this sources sought notice. FESDA is considering award of a sole source fixed-price modification to the APTIM Federal Services JV, LLC for environmental remediation services at Defense Fuel Support Point (DFSP) Ozol in California and the anticipated period of performance is two months (1 Sep 2020 through 31 Oct 2020). All responsible sources may submit a capability statement in writing to Clare.Sanchez@dla.mil which shall be considered by the agency. Capability statements shall not exceed 5 pages and must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government's needs as stated herein. Any information submitted in response to this notice is voluntary. The Government will not pay for any information submitted in response to this notice. Contractor responsibilities include: TASK 1: Site Management and Planning (includes reporting and permitting): IAW PWS Tasks 1, 4, 7, 8, 9, 13, and 14, Provide project management, technical, and operational support to DLA DM-FEE for environmental activities at DFSP Ozol. Does not include any permit fees. TASK 2: Geographical Information System (GIS) Support and Data Management: IAW PWS Tasks 1, 4, 7, 8, 9, 13, and 14, Manage and maintain the complete GIS database, including all sampling and/or testing results for each monitoring well and/or boring completed for which there are data available, data produced from ongoing activities under other delivery orders at DFSP Ozol, acquisition of new data, and ongoing maintenance activities. As part of this activity, the GIS support team will continue to acquire digital datasets, including all analytical data, aerial photographs as needed, cadastral data, and any other relevant spatial datasets. The GIS database maintenance will also include resources to interface with other data sources as needed to provide available information as directed by DLA DM-FEE. TASK 3: Remedial System Operations and Maintenance (O&M): IAW PWS Tasks 1, 4, 7, 8, 9, 13, and 14, Operate and maintain the Upper Tank Area groundwater treatment system to process water collected from various accumulation points throughout the facility; conduct general site maintenance, including vegetation control at the DFSP Ozol Upper Tank Farm. The following activities are included but not limited to: 1) Continue full-time operations of the groundwater treatment system at DFSP Ozol; 2) Sampling, analysis, and reporting of influent and effluent water to satisfy the new NPDES permit requirements for the remediation system, and to monitor performance of the treatment system components; 3) Waste sampling and characterization for sediments removed from sumps; 4) Collecting water-level and transducer data from the site monitoring well network; 5) Sampling and analysis of influent and effluent air to satisfy the BAAQMD permit conditions; 6) Management and offsite disposal of non-hazardous waste materials; and 7) Emptying of the vaults and sumps in Tank Farm Area and maintenance of system components. TASK 4: New Groundwater Recovery System Operations and Maintenance (O&M) � Admin Area: IAW PWS Tasks 1, 4, 7, 8, 9, 13, and 14, Operate and maintain the new Groundwater Recovery treatment system in Admin Area to intercept and recover impacted groundwater in the Administration Area near the tanker truck loading rack until a final remedy is developed for remediating the site. Extracted, impacted groundwater shall be treated through an onsite treatment system located within the tanker truck loading bays. Treated water shall be sampled and analyzed for selected parameters (including PFAS compounds), placed in holding tanks for temporary storage, and discharged either to the land surface or to Carquinez Strait under the General Waste Discharge Requirement Order No. R2-2017- 0048, as amended by Order No. R2-2018-0050, National Pollutant Discharge Elimination System (NPDES) Permit No. CAG912002, and California Integrated Water Quality System Place ID 855403, as authorized by the California Regional Water Quality Control Board, San Francisco Bay Region. TASK 5: Corrective Action Plan (CAP): IAW PWS Tasks 1, 4, 7, 8, 9, 13, and 14, A CAP document shall be prepared, based on the FY17 Site Closure Remediation Analysis Report for the Upper Tank Farm at DFSP Ozol. The CAP shall include screening of treatment technologies, shall identify and evaluate applicable or relevant and appropriate requirements (ARARs), and also evaluate feasible alternatives. The contractor shall prepare a Draft, Draft-Final, and Final versions of the work plan for review and approval by DLA and the California Regional Water Quality Board (RWQCB). TASK 6: Remedial Action Workplan (RAWP): IAW PWS Tasks 13 and 14, Prepare a Remedial Action Work Plan (RAWP) to implement dual-phase extraction DPE system at DFSP Ozol Upper Tank Farm. A RAWP document shall be prepared to provide a proposed plan/remedy selection and record of decision (ROD) for the Administration Area at DFSP Ozol. This work plan shall be prepared based on the FY17 Site Closure Remediation Analysis Report. In addition, two meeting shall be conducted to negotiate leaving underground structures in place at the Administration Area. One meeting shall be a review meeting and the other shall be a regulatory review meeting. The meetings shall include the consolidation and preparation of meeting materials. The contractor shall prepare a Draft, Draft-Final, and Final versions of the workplan for review and approval by DLA and the California Regional Water Quality Board (RWQCB). Extend POP to October 31, 2020. TASK 7: Remedial Design: IAW PWS Task 13 and 14, Prepare and submit a remedial design for the implementation of a full-scale dual phase remediation system, including detailed drawings depicting trenching and piping runs, valving and control features, electrical plans, extraction and re-injection wells, and the treatment compound configuration for approval by DLA and the San Francisco Regional Water Quality Control Board. The drawings and associated project specifications will be of sufficient detail to allow for permitting and for construction during the installation of the dual-phase extraction system. Extend POP to October 31, 2020. TASK 8: Quarterly Groundwater Monitoring: IAW PWS Tasks 1, 4, 7, 8, 9, 13, and 14, Conduct groundwater monitoring and reporting at the DFSP Ozol facility and the Concord Pump Station for one event � 4th Q 2020. The following is a summary of the tasks to be completed under this contract action. Collect groundwater samples from monitoring wells/sumps included in the current Self-Monitoring Plan, approved groundwater monitoring plan, and additional wells necessary to complete assessment efforts. All samples will be analyzed for required organic and inorganic compounds and field parameters. Standard quality control (QC) samples (field rinsates, trip blanks, and duplicates). Split samples shall also be collected and analyzed using the silica gel cleanup method. The number of samples shall be based on the revised facility monitoring plan. One quarterly monitoring report will be prepared. Each report will follow the established format and content as previous monitoring reports. TASK 9: Compliance Program Requirements: IAW PWS Tasks 1, 4, 7, 8, 9, 13, and 14, Assist in daily, weekly, and monthly compliance inspections, as requested; assist with audits and regulatory inspections; provide support for Environmental, Safety and Occupational Health Management System, if applicable; and archive records. Storm Water; review and update the current Storm Water Pollution Prevention Plan (SWPPP); maintain Compliance with the current General Construction Permit requirements including: storm water monitoring and reporting; storm water inspections; annual storm water reporting; and BMP implementation and maintenance. Additionally, assist DM-FEE on planning and logistical support, to include on-site translation and/or interpretation if required, at various on-site compliance regulatory meetings or in the San Francisco-Sacramento metro area in California. Additionally, the Contractor shall prepare presentation materials for, participate in, provide minutes for, and complete any necessary follow-up actions for Regulatory Support Meetings. Contractor is responsible for travel. Assume two meetings each year. Attendees shall include the RWQCB representative, the DLA PM, and the Contractor PM at a minimum. Track all pertinent environmental reporting data and supply the COR or designated representative this data in a timely manner to support DLA in completing the Office of Secretary of Defense (OSD) annual environmental reporting requirements. The contractor will collect, track, and report as part of on-going activities under this contract. If required, provide oversight of demolition activities for transformers, lead based paint (LBP) structures, and asbestos containing material (ACM) at the Facility. Assume two-day effort. Contractor shall submit a memo detailing the work performed by the LBP/ACM contractors within 30 days of the work being completed. TASK 10: Facility Management Requirements: IAW PWS Tasks 1, 4, 7, 8, 9, 13, and 14, Contractor shall provide payment of invoices for routine facility management related fees associated with the environmental monitoring and remediation efforts at the Facility and the Concord Pump Station. Contractor shall provide a report summarizing activities concerning routine facility management activities. Contractor shall provide all materials and labor to perform routine, DLA directed environmental facility management related activities within the area of responsibility of this contract. Contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to perform vegetation cleanup, brush control, and maintenance in all remedial areas of the facility as well as other management activities at the facility. Activities include: grounds maintenance, mowing or selected plant removal, trash collection, debris removal from culverts, fence maintenance and upgrades, signage upkeep for the perimeter and the pipeline, area cleanup, facility (including the pier) lighting maintenance, facility lights, and surveillance. Vegetation on site shall be maintained using a combination of mechanical tools and rented animals (goats and/or sheep) for one event. Vegetation will be cut around the system as well as paths to the wells on the site and selected portions. The majority of the area can be cleared by grazing using rented animals. Any exposed, nonhazardous debris encountered during site work under this task order shall be placed in a bin and disposed of off-site at a suitable facility. Storm water drains throughout the facility shall be checked periodically to determine whether flow restrictions are present. Most maintenance can be accomplished using hand tools. TASK 11: Utility Costs: IAW PWS Tasks 1, 4, 7, 8, 9, 13, and 14, APTIM shall pay for all utilities and invoice for reimbursement under Other Direct Costs. TASK 12: Transition Period Services: IAW PWS Task 14, Contract transition advisory services for assistance from outgoing Contractor, as well as Military/Government personnel, representatives from DLA, and the COR to accomplish a joint facilities turnover inspection, product testing, and inventory to the ""new"" Contractor to ensure seamless operations of existing systems and no lapses in service. Extend POP to December 31, 2020. Period of performance for all tasks, except Task 12: September 1, 2020 through October 31, 2020. Period of performance for Task 12 only: November 1, 2020 through December 31, 2020.
