- This is a Request for Information (RFI) only and your response is not an offer. This request for information does not commit the government to pay any costs incurred in preparation of any submission to this market survey or to contract for services. OBJECTIVE:� The Naval Research Laboratory is searching for potential sources capable of fulfilling the following requirements: The Naval Research Laboratory is seeking capabilities statements and information regarding Canine Oil Detection � Using Odor Signatures to Improve Training Detection Proficiency on Land and Water. Oil detection canines have proven to be an effective tool in oil spill remediation, and are currently used for field surveys to locate subsurface oil or to inspect and clear large areas with low or no oil contamination. The first goal of this research is to determine the odor profile associated with spilled and obscured petroleum products used by the canine for detection, and then use this knowledge to probe current canine detection limitations. Based on results from analytical and canine testing, best practices and certification standards for future canine/handler teams will be established with the goal of creating a more proficient detector. The second goal is to develop a novel device and protocols for training canines to detect sunken oil in water. The attached Statement of Work describe the Canine Oil Detection that the Naval Research Laboratory is interested in. Any interested party should reference the attached document and submit capabilities statements in accordance with those documents. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this Request for Information (RFI) or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
