- This is a combined synopsis/solicitation, which is expected to result in an award of a �Firm-Fixed Price� contract prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This synopsis/solicitation is conducted as a commercial item procurement using Simplified Acquisition Procedures, FAR Part 13. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the synopsis/solicitation; (2) that receives a rating of �Acceptable� on the Technical Capability evaluation factor; and (3) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable. This synopsis/solicitation contains two (2) Communications Conduit Installation Projects located at Bellows Air Force Stations (BAFS), Waimanalo HI. The contractor shall provide archaeological monitoring services for both Communications Line to Entry Control Point (ECP) Project, and the Communications Line to Buildings 540 and 508 Project. The synopsis/solicitation is according to the following: 1. SOLICITATION: Request for Quote (RFQ) number is FA521520Q8041. 2. SET ASIDE: This requirement is 100% Small Business Set-Aside. 3. NAICS: The applicable NAICS is 712120, Historical Sites; the size standard is $8.0 Million. 4. Description of requirement: See attachment 1 � Statement of Work 5. Period of Performance: Within 14 calendar days of award (14 calendar days to complete work) 6. Performance Location: BAFS Waimanalo HI 7. Contract line item numbers (CLINs): See attachment 2 � Schedule B, Pricing All quotes shall include the following minimum information: 1. Company Name, Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, 2. Point of Contact, Phone, Fax, Email. 3. Offerors Reps and Certs, 4. IAW FAR 52.204-7 and DFARS 252.207-7004 Alt A, prospective vendors must be registered in the System for Award Management (SAM) database prior to contract award. Lack of SAM registration shall be a determining factor for contract award. Prospective vendors should visit the SAM website at http://www.sam.gov.com to register. 5. NDAA self-certification QUESTIONS AND ANSWERS. All questions must be submitted via email to Yui Hoptowit at yui.hoptowit@us.af.mil. All correspondence emails need to include the solicitation number �FA521520Q8041� in the subject line. Emails that do not include the solicitation number in the subject line will be considered spam and will not be reviewed. The deadline for submitting questions is no later than Friday, 28 August 2020 2:00 PM�HST. Questions submitted after the aforementioned cutoff date will not be reviewed or answered. Answers will be provided no later than Tuesday, 1 September 2020. SITE VISIT: A site visit will be applicable if offerors request a site visit. The site visit will take place on Thursday August 27 2020 at 1:00 PM at BAFS. In order to get access to the base we will need prior notice of how many individuals will be attending, therefore please include all individuals in your party planning to participate by Tuesday 25 August 2020 2:00 PM OFFER DUE DATE. Offers are due no later than Sunday, 6 September 2020. Only electronic offers submitted via e-mail will be considered for this requirement. Submit offers to Yui Hoptowit at yui.hoptowit@us.af.mil.
