Description
This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subparts 12 and 13, Commercial Items and Simplified Acquisition Procedures. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08. This solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).� The associated North American Industrial Classification System (NAICS) code for this procurement is�562112 - Other Hazardous Waste Collection, with a small business size standard of $41.5 Million. The PSC is S222 - Housekeeping�Waste Treatment/Storage. The Columbia VA Health Care System in Columbia, SC is seeking to purchase Comprehensive Sharps Waste Management Services. All interested companies shall provide quotations IAW the attached RFQ (and statement of work embedded within the RFQ). The purchase order estimated period of performance is 10/01/2020 � 05/10/2025 (~8.5 months�base period + 4 one-year option periods). All quoters shall submit one signed copy of the solicitation, which has all required fields/information completed. All quotes shall be sent to the WJB Dorn VA Medical Center Contracting Office at duaita.roseboro@va.gov. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13.� Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. Options will be evaluated at time of award. Offers will be evaluated based on PRICE and PAST PERFORMANCE, following determination that the contractor is responsible and possesses necessary capability�to perform services. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. Quoters shall list exception(s) and rationale for the exception(s), if any. Submission of your response shall be received not later than 4:00 PM on�31 August 2020 at duaita.roseboro@va.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
