Description
The USPFO for Hawaii intends to award a firm-fixed price contract on a sole source basis to International Aero Engineering. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c)(1), as implemented by FAR 13.106-1(b). Therefore, a Request for Quote (RFQ) solicitation from a single source, will be issued to International Aero Engineering to purchase five (5) each ACA4800GU-1 Ion Distribution Unit. A memo from Department of the Air Force, Legacy Tanker Division, and dated 14 April 2020, permits the use of the International Aero Engineerings ACA4800GU-1 Ion Distribution Unit in the KC-135 while on the ground, since the ACA4800GU-1 is not a spray type ionizer and will not physically interfere with aircraft structures or components. This is, to date, the only known air ionizer with No Technical Objections (NTO) from the Chief Engineer for use on the KC-135 Stratotanker. The designated North American Industry Classification System (NAICS) Code is 333413 - Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing, with a size standard of 500 employees. Please note that this notice is not a Request for Quotations (RFQ); however, any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. Responsible parties who believe they can responsibly meet the requirements are invited to submit in writing complete information describing their ability to provide the product no later than 10:00 AM Hawaii Standard Time, Tuesday, September 08, 2020. Interest/capability statements may be sent to Jonathan R Weber at jonathan.r.weber6.mil@mail.mil. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
