Description
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items (services) prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor; providing the best value to the Government. This announcement constitutes the only solicitation and is issued as Request for Quotation (RFQ) 140P5320Q0049. A WRITTEN SOLICITATION WILL NOT BE ISSUED. The attached SF18, Request for Quotations form, is for internal administrative purposes only. Award will be made using the SF1449 Solicitation/Order (Commercial) form. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-95 and are available in full text through Internet access at https://www.acquisition.gov/far/. This RFQ is 100% set-aside for small business concerns. All small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). The North American Industry Classification System (NAICS) code is 541620 Environmental Consulting Services and the small business size standard is $16.5M. If the North American Industry Classification System (NAICS) code is not identified in the Representation & Certifications section of System for Award Management (SAM) the quote will not be considered. REQUIREMENT Big South Fork National River and Recreation Area � The contractor shall provide all labor, tools, equipment, materials and supervision required to complete Phase I Intensive Cultural Resource Surveys in two locations within McCreary County, Kentucky. 16.72 acres of Phase I Intensive survey will be conducted in the Worley Branch Project Area. 51.19 acres of Phase I Intensive survey will be conducted in the Laurel Branch Project Area. The total acreage of Phase I Intensive Cultural Resource Survey for this project is 67.91. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. THESE REGISTRATIONS WILL BE COMPLETED BEFORE TIME OF AWARD. See attachments for further details.
