- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is N4019220Q4173_01 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 611420 with a small business size standard of $11.00M. This requirement is a Small Business Set-Aside and only qualified offerors may submit quotes. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2020-08-24 12:30:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be in the Statement of Work. The NAVFAC Marianas requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: Information Technology (IT) personnel requires access to a variety of IT training to fulfill annual training requirements that can be done online, whether at work or at home (while teleworking). SEE STATEMENT OF WORK (SOW) FOR REQUIREMENTS., 25, EA; LI 002: - Unlimited access to website�s entire course library - Ability to learn anytime and anywhere using mobile and desktop apps that allow for offline viewing - Ability to take skill assessments to measure the user�s skill level and to determine if the user has the skills necessary to perform a particular job - Ability to take practice exams for professional certifications - Ability to choose a learning path or skillset path for a customized learning experience - Provide an account for a Plan Administrator who can manage user accounts - Provide analytics for management to determine trend (popular courses taken by the team), usage (hours spent learning), skills, and roles - Provide ability to Manage the �team� or set of users to add, update and remove users and view user logs - Provide advanced roles analytics in order to get an individual view of role proficiency so you know which team members are prepared to tackle the company�s key objectives - Provide advanced skills analytics to get unprecedented insight into skill proficiency across the organization, including progress over time - Provide advanced channels analytics to measure progress towards business objectives by ensuring employees are completing content and courses. - Provide usage analytics to view usage, hours spent on skill development and a leaderboard of the top team members. - Provide Application Program Interface (API) access in order to have the latest data on how the team is using the online training account with APIs that include user data, and course usage and completions - Provide ability to export data for flexibility to create recurring reports and analysis, 25, EA; LI 003: QUALITY ASSURANCE REQUIREMENTS: Upon completion of course(s), students will have the ability to print out or save a copy of completed training., 25, EA; LI 004: Physical Address: Joint Region Marianas Headquarters B200, Halsey Drive, Nimitz Hill, Piti, Guam 96915, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, NAVFAC Marianas intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAVFAC Marianas is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes.
