Description
1.� Introduction/Purpose The Federal Aviation Administration (FAA) has a requirement for a live High-Bypass Turbofan Unmanned Aircraft System (UAS) Engine Ingestion Test. �The FAA plans for this procurement to include a 24-month base period. � � � � � � � � � � Inclusion of large numbers of small Unmanned Aircraft Systems (sUAS) into the National Airspace System (NAS) may pose unique hazards to other aircraft sharing the airspace.� It is necessary to determine the potential severity of sUAS mid-air collisions with aircraft in order to define an Equivalent Level of Safety to manned aviation. 2.� Nature of Market Survey The purpose of this announcement is to identify companies/firms or other entities which have the established and minimum capabilities to perform the services required by the FAA.� No specific acquisition strategy has been finalized at this time, and the FAA may utilize different approaches to fulfill the requirements outlined herein and in the attached draft Performance Work Statement (PWS). 3.� Objectives for this Market Survey This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP).�� The responses to this Market Survey will be used for informational and planning purposes only and will not be released. The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals.� The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.� Any costs associated with the market survey submittal is solely at the interested vendor�s expense. Please read the entire Market Survey carefully.�� This Market Survey does not guarantee that a solicitation or procurement of any kind will be issued and it should not be construed as a commitment by the Government to enter into a contract. 4. North American Industry Classification System (NAICS) Code The principal North American Industry Classification Systems (NAICS) Code for this effort is 488190, Other Support Activities for Air Transportation, with a size standard of $35M.� 5.� Submittal Requirements for Market Survey Please include MARKET SURVEY RESPONSE: UAS Engine Ingestion�Test�in the subject line of your email.� Please limit complete response(s) to no more than five (5) pages, 12-point Times New Roman font, single spaced, with 1 inch margins on all sides.� The Government requests that you submit your response in the most efficient manner, and the five page limit should be construed as an upper limit. Any proprietary information submitted must be explicitly and conspicuously marked by the respondent as proprietary. �If the submitted proprietary material is appropriately marked, then the FAA will maintain the information as �private�.� Private information will not be released to the public by the FAA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy. �The Government may transfer documents provided by a respondent to any department or agency within the Executive Branch if the information relates to matters within the organization's jurisdiction. Please submit all questions/comments/responses via email or along with your response.� Please include request for additional information that the FAA should consider if it deems it is in its best interest to compete this requirement.� The FAA does not intend to, but reserves the right to, post a Question and Answers amendment to this notice. �The FAA may request that one, some, all, or none of the respondents to this Market Survey provide additional information. �No evaluation of vendors will occur based on this additional information, and vendor participation in any informational session is not a promise for future business with the FAA. Responses to this notice are requested to include the following: a) Respondents/Company name: b) Address: c) Point of contact: d) Contract Vehicle Type Proposed. The FAA intends this to be a fixed-price effort, but is willing to entertain alternative vehicle types given sufficient justification. Please provide an alternative type and justification if you believe a fixed-price effort is not the most economically feasible contract vehicle. e) Capability statement that addresses the organizations' qualifications and ability to perform as a prime contractor for the work described in the attached Performance Work Statement (PWS). Respondent�s capability statements should include, but not be limited to: Description of respondent�s testing and research facilities and how those facilities demonstrate an ability to perform the work in the draft PWS, specifically Task 4.4. Description of respondent�s test plan, to include a list of all the necessary equipment, and testing and strategic timelines associated with the respondent�s proposed approach to complete Tasks 4.3 and 4.4. Demonstration of design knowledge of the engine described in Task 4.3.1. Rough Order of Magnitude (ROM) estimate to complete the work described in the draft PWS. 6.� Delivery of Submittals All responses to this market survey must be received by 2:00pm (Eastern Time) on September 4, 2020.� Submissions received after this time and date will be considered late and will not be reviewed. All submittals, including attachments, should be submitted in electronic format (email) to: tia.l.belton@faa.gov.
