N00383-20-R-H354 was synopsized on June 10, 2020, solicited on June 26, 2020 and closed on July 27, 2020. Solicitation N00383-20-R-H354 was cancelled in error when trying to add an additional NIIN (016874702) at a quantity of 2 each to the existing requirement. Based on market research, Raytheon is the only available source of repair for all items and the additional item (NIIN 016874702), QTY 2, does not exceed what perspective offerors reasonably could have anticipated. It is not likely an additional source would submit an offer based on the change. All contractual documents (i.e. contracts, purchase orders, task orders,delivery orders and modifications) related to the instant procurement areconsidered to be ""issued"" by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commercemethods, such as email. The Government's acceptance of the contractor'sproposal constitutes bilateral agreement to ""issue"" contractual documents asdetailed herein. \
