Description
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Stemcell Technologies, Kent, WA to procure the following: RoboSep-S CATALOG # 21000 QTY:1 EasySep Direct Human Eosinophil Isolation Kit CATALOG # 19656 QTY: 4 EasySep Direct Human Neutrophil Isolation Kit CATALOG # 19666 QTY: 4 EasySep Direct Human Pan-Granulocyte Isolation Kit CATALOG # 19659 QTY: 4 This equipment is the only fully automated magnetic cell separation system meeting the following requirements: 1) Fully-Automated Cell Separation System The entire cell separation protocol must be automated, with no part of the protocol manually completed outside of the instrument. This includes all antibody additions, bead labeling and wash steps. 2) Multiple Simultaneous Separations The automated separation system must be able to do four (4) protocols at one time, including combinations of positive and/or negative selections. 3) Column-Free The automated cell separation system must not utilize columns. 4) Customizable Protocols The instrument must include the ability to customize your own cell separation protocols or to edit existing protocols. 5) Sterile Operating System The instrument cannot pass cells through any universal tubing system, and must use sterile pipette tips for the transfer of reagents and cell-handling. The instrument must also be able to fit in a standard laminar flow hood. 6) Antibodies and Magnetic Beads Reagents used on automated cell separation system must be conjugated at time of separation to ensure a minimum 1 year shelf life of reagents (from DOM). Warranty of system should not be limited to strictly the beads offered by manufacturer if alternate, less expensive sources are found. 7) No Maintenance Operation - Equipment must not require weekly maintenance, including: changing of columns, tubing, buffers or wash cycles before/after operation. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-C-2032792 to Diana Rohlman at diana.rohlman@nih.gov, by 9:00 AM Mountain Standard Time Monday, August 31, 2020. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
