- This request for information (RFI) is being used to conduct market research. This is a RFI only regarding Camp Buehring Power Plant Services for Area Support Group - Kuwait (ASG-KU). The U.S. Government is contemplating extending the current Camp Buehring Power Plant contract, but is allowing for industry responses.The current contract expires 15 September 2020, and the first requirement has to be in place by 16 September 2020. The Army Contracting Command - Rock Island (ACC-RI) is issuing this RFI to determine if an adequate number of qualified contractors are capable of providing electrical power to Camp Buehring. Actual number of Contractor furnished generators shall be based on the camp demand load reported by the Camp Buehring Power Plant operator plus backup generators required to meet the generator preventive maintenance shutdown. The contractor furnished generators will be used to supply low voltage to the breakers located at the Power Plant switchgear and to the corresponding 2000 KVA transformers. The transformers will step the voltage up to 11 KV and the medium voltage will be used to feed high voltage breakers at the Power Plant switchgear. The synchronized medium voltage buss bar will provide power to 2 medium voltage loops feeding 13 substations on the Camp Buehring power grid. Currently the power requirement of the areas to be serviced is determined to be between 3.5 MW to 8.5 MW. Any responses to this RFI should include the answer to the following: Can the contractor provide all labor, equipment, supplies and materials to provide sufficient generators to operate the existing power plant load demand by 16 September 2020? If yes, please provide a description of meeting in theater requirements and transition plans in order to meet this date. If no, please provide what timeframe would be viable to be fully transitioned and have leases in place. The contractor is required to perform the following: � The Contractor is responsible for ensuring a sufficient number of generators are available to supply the load above without interruption while each generator is operating at 70% of maximum capacity to include backup generators anticipated for use during preventive maintenance service shutdown. � The Contractor shall be responsible for the synchronization of generators to the switchgears (Deep Sea Electronic Controller). The generator controls system shall be capable of reporting and interface with the Deep Sea Electronic control, which will act as a control governor for all generators. � The generators and all grounding materials/supplies shall be in compliance with the KMEW/NEC standards and requirements. The Contractor shall connect all Government furnished cables and fuel lines to the furnished generator. The generators will be used as a prime (continuous operation) unit. � Contractor personnel working on this contract are required to adhere to Annex L of the COCOM Operation order which may include all or portions of DODI 4715.5, as well as other DOD environmental guidance such as DODI 4715.4, DODI 4715.8, EO 12088, or DODD 4715.1E. � Contractor shall perform, remove, repair, install, and modify work conforming to applicable U.S. industry (OSHA, Environmental, Electrical, Safety, etc.), U.S. Government, and Ministry of Electricity and Water (MEW) standards. � The Contractor shall be capable of providing up to a total of twelve (12), 2000 KVA generators if required to meet any future expansion or additional load demand when provided with a 45 day notice by the PCO. � The generators shall be of the following ratings: o Minimum KVA - 2000. If greater than 2000 KVA, the generator must be programmed to not exceed 2000 KVA in order to prevent potential transformer damage. o Hertz - 50 cycle with control panel adjuster o Minimum Ambient Operating Temperature - 55 degrees Centigrade o Voltage - 415/240, 3 phases Y connected � The generators shall be internally wired and provided with a minimum 2,500 amps adjustable trip setting, 600 volts, and three (3) phase main circuit breakers. This will trip-off the circuit breaker at the switchgear when these breakers trip-off. � The generators shall be provided with a maximum sound attenuation weatherproof enclosure. Noise level shall not exceed 50 dB at 20 micro Newton /meter squared. � The generators shall incorporate full electronic diagnostic control panel (engine/ alternator) monitoring and metering panel as follows: o Panel backlighting starting o Reset switch run-off-auto switch o Self-diagnostic emergency stop switch o Percent (%) of load meter (KW) frequency meter o AC voltage meter-line to line/line to neutral % of current (amps) o Fuel/Oil/Battery/Hours/RPM/Cooling System Temperature � The generators shall include standard microprocessor computer interface system to facilitate on site diagnostic and troubleshooting. � The Contractor shall perform all manufacturer recommended and required maintenance. The Contractor shall have sufficient backup generators on line to support the demand load during the maintenance period and any unit failure shut down. � The Contractor shall provide and respond to repair calls within 5 hours of notification. The Contractor shall maintain sufficient generator assets on site to ensure the demand load is supported during emergency maintenance and repairs. If it is determined that one of these generators will be out of service (down) for more than 5 hours, a replacement generator shall be provided and connected within 48 hours of this determination to ensure the level of operational requirements (to include safety factors) are maintained at all times. All information submitted in response to this announcement is voluntary; the U.S. Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the U.S. Government. All information received in response to this RFI marked ""Proprietary"" shall be handled accordingly. Interested parties are responsible for adequately marking ""Proprietary"" or ""Competition Sensitive"" information contained in its response. Not responding to this RFI does not preclude participating in any future requirements, if issued. Responses to this RFI will not be returned. This notice is for information purposes only and no solicitation document will be available and telephone, fax, or email requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. The U.S. Government requests that interested parties respond to this notice by providing a brief description of the company and its capabilities of meeting the requirement for the Camp Buehring Power Plant services mission for ASG-KU, as described above and capability to be fully operational by 16 September 2020 at the required location. If an interested contractor cannot meet this operations requirement, it is requested that a capability statement be provided to include what timeframes can be accommodated and the rationale for needing additional time. The capability statement shall also include the following: contractor name, CAGE code, DUNS number, Tax ID number, size category and socioeconomic status, point of contact, address, telephone and fax numbers, website and e-mail addresses, and a brief description of recent and relevant projects for tasks similar to those of the Camp Buehring Power Plant.
