- FBO SPECIAL NOTICE Title:� Biologically Important Areas Research Services US EEZ waters � intent to award single source Classification Code (PSC):� F999 � Other Environmental Services, Studies, and Analytical Support NAICS:� 541990 � All Other Professional, Scientific and Technical Services This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER�to and is not a request for competitive proposals. The Department of Commerce/NOAA/National Marine Fisheries Service (NMFS) intends to negotiate with and issue a sole source, firm-fixed price award to Washington State University Vancouver WA 98686, under Simplified Acquisition Procedures in accordance with 10 U.S.C. 2304(c) as implemented by FAR Part 13.106-1(b)(1), only one responsible source, and as authorized by FAR 6.303. The North American Industry Classification Code (NAICS) for this acquisition is 541990 and the Size Standard is $15.M. The anticipates award date is September 4, 2020. The National Marine Fisheries Service, Northeast Fisheries Science Center, Protective Species Branch, Woods Hole, MA has a requirement for the continuing investigation and data gathering/analysis in support of a recent legal settlement between NRDC, NOAA and the Navy. The importance of these Biological Important Areas (BIA�s) of US EZZ waters was highlighted and support was provided to revise existing BIA�s and where relevant add new species to each. In addition to this an expert elicitation component was identified to address the uncertainty around the delineation of existing and new BIA�s. Experts from the original BIA effort were asked to reengage and work to identify newly available data for both existing and new BIA�s for the BIA II effort. In this statement of work we identify the need for the revision and expansion of the regional BIA�s for round II by the regional experts.� The Government intends to solicit and negotiate with only one source for period of performance of twelve months. This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government.� A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.� Interested firms may identify their interests by providing a capability statement which must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested firms may submit their capability statement no later than September 3, 2020 at 11:00 AM Eastern Standard Time. Oral communication will not be accepted.
