This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items and FAR part 13 Simplified Acquisition Procedures. No solicitation will be issued. All responsible sources who believe they can provide the services listed may submit, in writing to the identified point of contact, a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 24 hours of this notice. No telephone calls are being accepted. The United States Department Agriculture (USDA), Agricultural Research Service (ARS), Fort Keogh Miles City, MT Research Location has a requirement Genotyping 721 calves born in 2020 on the GeneSeek GGP Bovine 50K SNP chip panel and genotyping of 200 Line 1 Hereford older animals also on the GeneSeek GGP Bovine 50K SNP chip panels with DNA Extractions. The Neogen Geneseek is certified by Illumina as a CSPro Service Provider for bovine chips and was the first CSPro lab in agriculture. Thus, Geneseek is uniquely qualified to provide the requested service research samples collected at Fort Keogh in a timely manner. Geneseek can process data within a 3-week time frame after receipt of samples. This time-frame will allow scientists to produce results in a time-frame consistent with our research mission. Unlike other potential service providers, Geneseek is the only company who can provide the consistency needed for the continuity of this mission critical research, and they provide quality controls throughout the process that make the resulting products of especially high value. Geneseek uses a proprietary quality control system. The common SNP multiplex are subsetted from the larger 150K SNP set and then run on a random sampling of the submitted samples using the Sequenom mass spec platform. This insures robust integrity of sample identification and SNP data throughout the process. The importance for maintaining sample identification cannot be overstated. It is an absolute requirement of the research that these genotypes be matched to the phenotypic database at Fort Keogh using the sample ID as the key. This company was used in previous years and in order to maintain integrity of research projects, it is imperative that we remain with the same process and company for the continuity of mission critical research. Otherwise results would not provide the same format, compromising the genetics research. NAICS Code is 541380. Award is in accordance with both 41 U.S.C. 253(c)(1) and FAR 13.106-1 (b)(1)(i)
