- Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build Expand Mental Health Clinic, Building 90 Construction project at the Southern Arizona VA Health Care System (SAVAHCS) located at 3601 S 6th Ave, Tucson, AZ 85723. PROJECT DESCRIPTION: The contractor shall furnish all labor, materials, tools and equipment required to Construct the Expand Mental Health Clinic, Building 90 project. All work completed in accordance with the specifications and contract drawings. Work includes general construction not all inclusive to: demolition, relocation of existing utilities, grading, site utilities, architectural, structural, mechanical, plumbing and electrical work. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 million. The solicitation will be issued late September 2020 or early October 2020. The period of performance is approximately 600 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00. All questions must be submitted in writing to the issuing office via email to bailey.donato@va.gov.
