- Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build Construct Parking Structure for Patient Access Construction project at the St. Cloud VA Medical Center (VAMC) located at 4801 Veterans Dr., St. Cloud, MN 56303. PROJECT DESCRIPTION: The contractor shall furnish all labor, materials, tools and equipment required to Construct Parking Structure for Patient Access. All work completed in accordance with the specifications and contract drawings. Work includes general construction not all inclusive to: demolition, relocation of existing utilities, grading, site utilities, architectural, structural, mechanical, plumbing and electrical work. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 million. The solicitation will be issued on or about late July 2020 or early August 2020. The period of performance is approximately 487 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $10,000,000.00 and $20,000,000.00. All questions must be submitted in writing to the issuing office via email to thomas.council@va.gov.
