* 27 August 2020 - This notice has been updated to include ""Step 1 Follow-on Questions & Answers v2."" *� * 25�August 2020 -�This notice has been updated to include the Follow-on Questions & Answers.*� * 19 August 2020 - This notice has been updated to include responses to industry questions along with an updated PPON document dated 19 August and an updated Attachment 0006 dated 19 August. These are the only updated documents and should replace the previously uploaded PPON document and Attachment 0006. All other documents remain unchanged. As a result of this update, the White Paper response date has also been changed to 31 August 2020 at 1300 ET.* The purpose of this Prototype Project Opportunity Notice (PPON) is to receive from Industry responses to the Government requirement for the Global Force Information Management (GFIM) Prototype Project.� The attached PPON�provides the 6 Steps of the source selection process, the instructions for each step, and the evaluation criteria. This is a full and open competition.� There are 6 Steps to this competitive process.� To enter Step 1 requires the submission of a White Paper.� To move from Step 1 � full and open � to Step 2 and beyond requires the Offerors� White Paper and later submissions to be determined to be the most beneficial to the Government at each Step in accordance with the Evaluation Criteria for that Step.� Offerors that are determined to be the most beneficial to the Government at Step 1 will receive Upward Invite #1 to conduct an Oral Presentation and Technology Demonstration #1. Requirement: The Department of Defense (DoD) requires a digitized, hierarchical, enterprise force structure baseline with billet level resolution of all authorized forces, organizational elements, and crewed platforms in the DoD, for end-to-end data integration across the DoD functional areas, business processes and command and control processes. The Army currently supports the DoD Deploy-to-Redeploy/Retrograde (D2RR) end-to-end business process, DoD Global Force Management (GFM), and Joint Command and Control (C2) processes using a portfolio of 13 systems (and related subsystems).� These 13 systems were developed over the past 15-20 years to conduct force management for the Total Army, to monitor and assess readiness, and to respond to the dynamic force and capability requirements of Combatant Commanders.� The Army has determined that this project will replace the systems with a �clean sheet� approach and no re-use of the current systems. The Army has documented the requirement in the Statement of Need (SoN): Army Global Force Information Management (GFIM) Prototype, and will publish a Performance Work Statement with Upward Invite at Step 2.� The SoN divides the Prototype Project into two phases for D2RR; Phase 1 Dynamic Force Structure and Phase 2 Dynamic Force Employment.�
