Description
This is an unrestricted acquisition under NAICS 511120 with a size standard of 1,000 employees for a legislative affairs online subscription. The contractor must provide congressional information that supports the role of the DLA LA as the office with primary command responsibility for advising, educating, and informing the organization�s leadership and for educating, informing, and responding to congress. The contractor must provide a subscription for online access to the sources, tools, and features listed in the attached PWS for up to 10 users. Users are subject to change based on personnel turnover at various intervals; DLA LA will provide advance notice to the vendor of incoming/outgoing personnel. This will be a single award contract for one base year and two option years as follows: Base year: 1/3/2021 - 1/2/2022 Option year one: 1/3/2022 - 1/2/2023 Option year two: 1/3/2023 - 1/2/2024 In addition to a technical propoal/product description and price quote for all years, the contractor must also provide the completed provision at FAR 52.204-24. Failure to provide this information may result in offerors being removed from competition. Award will be made on the basis of lowest price, technically acceptable (LPTA).� In order to be determined technically acceptable, vendors must demonstrate that the quoted solution meets ALL technical requirements as listed in the PWS.� Additionally, vendors are required to submit samples of all reports as required in the PWS.� A government representative(s) will evaluate the information provided to determine if, in his/her opinion, the minimum requirements and intended use of the product(s) is met.� The government is not required to research information outside what is provided (product specifications/web address) in order to make the determination.� In the event that all proposals are determined to be technically acceptable, award will be made based on the lowest priced offer.� Price will be determined at the total estimated contract value to include all option years. Quotes must include the following:� completed/signed page 1 of the SF1449, technical proposal detailing proposed solution to include sample reports, cost proposal, and completed/signed FAR Provision 52.204-24.� The technical proposal should be submitted in word format with 12pt Times New Roman font, single spaced, with a maximum of 30 pages (including sample reports).� Cost proposals must be submitted in excel format and should include pricing for each option year as well as a summary tab with the price roll-up.� Questions must be submitted via email to the contracting officer by 3pm EDT, September 3, 2020.
