Description
This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in East Orange, NJ for the purpose of collecting information to Correct Medical Air System Deficiencies at the East Orange VA Medical Center 385 Tremont Avenue East Orange, NJ 07018. The NAICS code identified for this requirement is 238220 Scrubber, Air Purification, Installation. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Lisa Harris at Lisa.Harris4@va.gov. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service-Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. East Orange VA Medical Center East Orange, New Jersey Request for Services - Statement of Work (SOW) CORRECT MEDICAL AIR SYSTEM DEFICIENCIES Contract description. Correct deficiencies of existing medical air system and bring it into compliance per NFPA-99 medical air standards. Background. As per VHA Directive 7515(1) Medical Gas and Vacuum System, VA medical facilities have to adopt NFPA 99 Healthcare Facilities Code. Recent inspection of the system at the VA East Orange revealed that few components are deficient and have to be corrected. Updates are necessary to insure system certification and compliance with NFPA 99. Due to COVID-19, all work related to medical air is considered critical because it is used for ventilators which are crucial in the treatment of patients with COVID-19. With the increase in demand COVID-19 has placed on our medical air systems and with the advent of more stringent requirements this work should be completed expeditiously. Scope. Contractor shall furnish all labor and materials to provide complete scope of work for Bldg. 1 Medical Air System in accordance with NFPA-99 and VA specifications for the VA NJ Health Care System, East Orange. Specific Tasks. Required certifications by American Society of Sanitary Engineering (ASSE): ASSE 6010 for system installations, ASSE 6020 for system inspections, ASSE 6030 for systems verifier, ASSE 6040 systems maintenance whichever is applicable to the work the vendor is contracted to execute. The scope of work shall include but not be limited to the following main items: Currently existing is a 4 inch copper inlet air manifold that has two 2 inch inlet filters on the roof outside of the chiller area. This will need to be removed and modified to a 4 inch opening facing down with a screen for full flow capability. The 4 inch inlet header runs into the mechanical room and is then reduced to 3 which will need to be removed and 4 inch copper run from that point past the first medical air compressor over to the second medical air compressor. In addition to the re-work to the intake header, contractor will have to add two 4 inch T s to be connected to two customized inlet filters for each of the Sullair medical compressors. The two inlet filters for the Sullair medical compressors will need to be relocated from inside the enclosure to the top of each compressor and connected with the 4 inch T fitting. All this work to be done per NFPA-99 identified best practices. Remove the refrigerated dryer, rig and install the new NFPA compliant customized twin desiccant dryer package with control panel (low profile to meet height restrictions) in its place, relocate the current air receiver to the other side of the second Sullair Medical Air receiver, replace all current aluminum piping between both medical air compressors, air receiver and dryer. All have to be re- piped with copper per NFPA-99 requirements to include a 3 valve bypass around the air receiver. Install a three valve bypass on the auto drain located at the bottom of the air receiver and a sight glass per regulation. Install new source valve along with a high low pressure switch. Run communication cabling for both new remote compressor control panel with new dryer control panel which includes Carbon Monoxide monitor and Dewpoint Sensor. All electric needed is 110v which should be readily accessible in the mechanical room. VA personnel may (if needed) provide a support for: Additional 110v power Final connections with the communication cabling from alarm panels to the VA Master control panel. Immediately after receiving the contract award, the Contractor shall; Provide all necessary Labor, Material and equipment to perform the required work to provide fully functional system. Repair/replace piping insulation and provide ID/ labeling as necessary Re-commission the system and prepare for system reactivation. Certify the system by the Medical Air certification company Performance Monitoring (if applicable). Work shall be coordinated with facility thru the Contracting Office Representative (COR). COR will monitor the contractor work performance on daily basis and the contractor is required to submit daily s progress report to the COR. Security Requirements. General Contractor s employees shall not enter the project site without appropriate security badge. They may also be subject to inspection of their personal effects when entering or leaving the project site. No photography of VA premises is allowed without written permission of the Contracting Officer except as specifically required by the scope of the work. VA reserves the right to close or shut down the project site and order General Contractor s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). N/A Other Pertinent Information or Special Considerations. Identification of Possible Follow-on Work. Not Used Identification of Potential Conflicts of Interest (COI). Not Used e. Inspection and Acceptance Criteria. The COR is responsible for certifying that the work done under the contract is performed to time and standard. They are also responsible to assure the inspection and acceptance of products provided incidental to services. Risk Control Contractor shall take all measures for safety & infection control and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the construction period. Place of Performance. East Orange VA Medical Center Building 1 385 Tremont Avenue East Orange, NJ 07018 Minimize interference of construction activities with flow of Medical Center traffic, keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Period of Performance. Contractor to start immediately after receiving the Notice to Proceed (NTP), estimate completion time is 90 calendar days.
