Description

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), intends to negotiate a sole source contract with Airbus Defence and Space, NL, to procure a 3D CLINOSTAT RPM 2.0 UNIT A 3D Clinostat functions as a Random Positioning Machine to simulate Partial and Microgravity continuously to allow research studies that simulate the gravity in the internal space station. The instrument must be able to provide integrated power and communication interfaces on experiment platform to enable lighting and other accessories for growing plants, and the gravity must be adjustable within the range of 0 to 0.9 g. Also need to have adjustable height platform able to support experiment volume less than 15 x 15 x 15 cm3 and experiment mass up to 1.5 kg. This unit must generate micro- and partial gravity used in the scientific community for assessing the effects of simulated microgravity on various organisms and hardware. Most importantly, must meet our research needs (lighting on the station, random positioning, and adjustable micro- and partial gravity).�� THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS.� Authority for this sole source procurement is under 41 U.S.C. 3304(a)(1) as implemented in FAR 6.302-1(a)(2), one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the supplies/services listed above may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
