- Description
- The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), intends to negotiate a sole source contract with Campbell Scientific Inc., to procure a network of 3 Eddy Covariance (EC) Systems and measurements of the radiation balance to quantify the effects of strong advection on water, energy and carbon fluxes typically observed over California vineyards, orchards and other irrigated crops. The EC system comprised of either a closed or open path gas analyzer and three-dimensional (3D) sonic anemometer is the standard used nationally and internationally by AmeriFLUX and FLUXNET as well as the USDA-ARS LTAR network. HRSL requires the EC flux measurement systems with programmable data loggers to fully integrate the open-path gas analyzer and 3D sonic anemometer as a single unit instead of separate sensors which will provide increased measurement accuracy. To complement the EC systems, HRSL has a network of soil sensors and compatible data loggers to measure volumetric water content, temperature and bulk electric conductivity across row and inter-row cropping systems as well as in the root zone to ground-truth water and energy balance measurements and modeling over multiple experimental field sites.� The soil moisture sensors are required to be accurate water content measurements in soils without performing a soil-specific calibration, sample a large volume thus reducing error, measurement corrected for effects of soil texture and electrical conductivity, and be a versatile sensor�measures dielectric permittivity, bulk electrical conductivity, and soil temperature. The sensors need to be compatible with existing and new data logger systems that have been purchased to measure soil volumetric water content, bulk electric conductivity and temperature. Existing soil moisture networks will be expanded with 80 additional soil sensors to collect profile soil water content, temperature and electrical conductivity measurements at multiple depths in the plant root zone across the row and inter-row of cropping systems with the required number of data loggers and radio frequency modems for data transmission from multiple field experimental sites.� The recently purchased data loggers require weather-resistant enclosures, solar panels and radio antennas for data processing and storage, remote data transmission and powering the data loggers. The data loggers require weather-resistant enclosures capable of housing� CR6 (6), CR1000 (8 with 4 previously purchased) and CR300-RF407 (40-previously purchased) data loggers, which are the ENC12/14-DC-MM, ENC10/12-DC-MM/ENC10/12-SC-MM and ENC8/10-SC-MM weather resistant enclosures, respectively.� In addition, the 40 CR300-RF407 data loggers previously purchased will require model 14204 antennas for remote downloading of the data.� Finally, 10 Watt SP10-PT-SM solar panels (40) are needed to solar power the internal rechargeable batteries for the CR300-RF407 data loggers. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS.� Authority for this sole source procurement is under 41 U.S.C. 3304(a)(1) as implemented in FAR 6.302-1(a)(2), one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the supplies/services listed above may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
