- Description
- The National Oceanic & Atmospheric Administration�s (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1)( i ), with the Aerial Imaging Solutions (AIS), LLC, 5 Myrica Way, Old Lyme, CT 06371 for Aerial Imaging Solutions APO-42US octocopters. The sole source determination is based on the National Marine Fisheries Service�s (NMFS) currently owns four APH-28 systems which is essentially a �heavy-lift� APH-22. The APH-28 has slightly longer arms to accommodate larger motors and propellers. This platform has the same navigation and flight control technology as the APH-22. All APH systems and the APO-42 are deemed airworthy by NOAA Aircraft Operations Center (AOC) the Unmanned Aircraft Systems (UAS) regulatory entity within NOAA and are certified.� AIS expert knowledge in aerial photography for surveying marine mammals and experience working with NOAA AOC including the training and safety requirements.� This brand also provides manufacturer training (a requirement of NOAA AOC for all Pilot in Commands flying a new platform). In addition, we have found no other brand that along with manufacturer training and the ability to customize sensors, also provides training in mapping imagery using Pix4D and ArcGIS. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
