Description
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 ""Synopses of Proposed Contract Actions."" US Army Corps of Engineers (USAGE), Portland District intends to award a 12-month sole-source, contract with the Oregon Department of Fish and Wildlife (ODFW) for Willamette Valley Bull Trout Monitoring. ��This will allow for the continuation of data collection for the bull trout monitoring study and provide the time necessary for USACE to execute the establishment of a competitive follow-on multi-year contract.� The purpose of this study is the continuation of the Government in meeting a subset of requirements of the 2008 U.S. Fish and Wildlife Service (USFWS) Biological Opinion (BO) on the Continued Operation and Maintenance of the Willamette Project (USFWS 2008). Proposed activities will reduce risks to bull trout from fragmentation and isolation of remaining populations by increasing distribution and abundance of bull trout and establishing connectivity among populations. This will require filling information gaps regarding the biology of bull trout, identifying effects of dams on habitat and life history requirements, and pursuing corrective actions to mitigate the effects of impoundment and fragmentation. The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services. The size standard as defined by the U.S. Small Business Administration is $15 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. �Interested vendors must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement demonstrating ability within 30 days of award the ability �to 1) obtain access agreements with landowners; 2) obtain applicable permits (federal and state); 3) provide specialized equipment; and 4) site specific expertise in Willamette Valley. If no affirmative written responses are received by 1:00 PM local time on 3 Sep 2020 by the contracting office, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
