- Description
- The purpose of this posting is to issue a Request for Proposal (RFP)�for the Specialized Engineering, Aeronautics, and Manufacturing (SEAM II) Procurement. The entire proposal is due by October 22, 2020 at 1:30 p.m. Central Time. Late proposals will not be accepted in accordance with FAR 52.215-1, �Instructions to Offerors � Competitive Acquisition.� SEAM II will provide a streamlined ordering process for a wide range of engineering services and solutions to design, develop, test, and evaluate new hardware, address system and component obsolescence and support the sustainment, alteration, and improvement of the Neutral Buoyancy Laboratory (NBL), Space Vehicle Mockup Facility (SVMF), Mission Control Center (MCC), Space Station Training Facility (SSTF), aircraft, aircraft programs, projects, activities, and other NASA and JSC projects. Offerors shall submit all questions to the RFP by close of business, September 16, 2020. Answers to questions and comments will be posted to the Federal Business Opportunities website at https://beta.sam.gov/ through an amendment to the RFP. Oral communications are not acceptable in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12. This acquisition is a partial small business set-aside. The NAICS Code and Size Standard are 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), and 1000 employees respectively. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html Any and all additional documents will be available on www.beta.sam.gov. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).� Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).�
