Sources Sought Notice Ammonia Analyzer This SOURCES SOUGHT NOTICE. 2020-SS99. �The purpose of this sources sought notice is to determine the interest and feasibility of small business set-asides. This synopsis is for information and planning purposes and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The information from this notice will help the United States Department of Agriculture, USDA, Animal Plant Inspection Services, APHIS, National Veterinary Services Laboratory, NVSL, Ames, Iowa plan their acquisition strategy or plan. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME. G2103 Amrronia (NH3 ) Concentration Analyzer in Ai S0942 extended concentration range (0-50ppmv) C0360 Desiccant Drier kit S1021 Particulate filter teflon Specifications/Must Have: Portable instantaneou s NH3, CO2 and H20 analyzer: Required minimum specifications Provides measurements ofNH3, CO2 and H20 mole fractions The analyzer must be a commercially available, single-un it system capable of measuring NH3 concentration, with a lower detection limit� (5 min., 3cr) of� <0.09� ppb (0.07 �g/m3)� and a precis ion (5 min., lo) of 0.03 ppb + 0.1% of reading The analyzer is required to have guaranteed, tested, certified and quoted zero drift specification n (pea k to peak, 50min average) over a measurement interval of 72 hrs / I month of� 0.15 I� 0.5 ppb The analyze r must be capable of operating within guaranteed specifications with a sample humidity of < 99 % R.H. non-conde nsi ng @ 40 �C, no drying required The analyze r must be capable of reporting both wet and dry mole fraction value s for NH3, requiring the simultaneous measurement nt of H2O mole fraction in the sample gas C ross - interference with water vapor when measuring NH3 at ambient concentrations must be quantified and corrected resulting in reported mole fractions with in the uncertainty of the ambient mole fraction standards over a wide range of water concentrations. Water cross-interference correction described in previous bullet must be verified for the following: NH3 in the I 0.2 nmo l mo t- 1 to 215 nmol mo- t 1 regime with relative humidities� in the range : 0%,� 40%, 50%, 60% and 70%. Performance validation of the analyze r should be simple and easy by mea ns of a surrogate gas like CO2 The analyze r is required to have a physical sample cavity volume less than 35 ml allowing for extremely fast gas sample throughput and minima l memory at a flow rate as low as 1.5 L / min . The analyzer must weigh less than 28 kg, including vacuum pump, for ease of field deployability. There must be no laser light injected into the cavity during data acquisition as this would add significant noise to the ring down signal. The analyze r must have the following attributes to facilitate field maintenance and continued performance: Two sub- micron filters; one that is customer changeable, and one that is permanent to protect the sample cavity from contamination during filter changes. Optics that are permanently precision-aligned in a clean room environment, so� that optics� do� not need to be removed and cleaned by users in an environment that exposes the sample cavity to contami nants. The analyzer must be temperature stabilized to within +/- 0.005 �C and pressure stabilized to within +/- 0.0002 atmospheres in order to ensure to ensure spectroscopic stability and lo w-drift performance. The analyzer must be su bject to a vibration te st on two axes at 25 Hz, 1 gp-p accele ratio n for 1 5 minutes , a and continue to operate as specified. The analyzer shall withstand a drop test from a 4"" height along 12 edges (x, y and z axes) with 2 drops on each edge.
