Description
Department of Veterans Affairs (VA) Network Contracting Office 21 (NCO 21) intends to award a sole source, firm fixed price, contract for Omnicell Support Services at the VA Northern California Healthcare System (VAPIHCS) to cover all locations in the Martinez, Mare Island, Mather and McClelland. The proposed contract award will be for base plus two (2) option years. The authority is implemented for restricting competition on this procurement in accordance with FAR 13.106.1(b)(1) Soliciting from one responsible source. NAICS: 339112/Size Standard: 1,000 employees The contractor shall provide all management, labor, tools, materials, parts, equipment, and transportation to perform maintenance, Onsite, Telephonic, and Emergency repair on Government-owned Omnicell automated supply dispensing equipment. The Contractor shall provide spare parts required to support preventive maintenance initiatives and any software upgrades at no charge to the VAPIHCS. Contractor shall use new parts during maintenance and repair. All parts shall be warranted for 90 days or longer. Government will not reimburse the contractor for parts used for repairs or maintenance. Repair service shall be available on a twenty-four (24) hour per day, seven (7) day per week basis. Twenty-four (24) hour telephone assistance from the Contractor shall be available to receive service calls and, if necessary, perform over the telephone maintenance repairs, and to dispatch onsite service personnel within the required response time. For onsite repairs, COR or Authorized Individual (AI) will telephonically notify the contractor. Contractor shall respond to onsite repairs within twenty-four hours during normal duty hours after notification. Contractor shall complete repairs within 24 hours of the determination of the needed repair. If a repair cannot be accomplished within two hours after arrival on-site, contractor shall notify the COR or AI telephonically of the delay and estimated time to complete the repair. For emergency repairs, COR will telephonically notify the contractor. Contractor shall respond to emergency repairs within six hours after notification. If a repair cannot be accomplished within two hours after arrival on-site, contractor shall notify the COR of the delay and estimated time to complete the repair. Contractor shall submit a written repair report to the COR within 10 working days after a repair is completed. Repair report shall include the date and time of the onsite repairs, the location of the equipment, the repairs performed, the name of the technician performing the repair and shall provide purchase receipts for all parts used (if applicable). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement for the estimated period of performance (see attached RFQ for response information). Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. The Government will not be responsible for any costs incurred by responding to this notice.
