- This letter contract was awarded to procure the initial six month base period for Afghanistan Contractor Logistics Support�(CLS) services to sustain UH-60 Black Hawk helicopters fielded by Afghanistan National Security Forces . The contract type is Cost-Plus-Fixed-Fee , Firm-Fixed-Price , and Cost-No-Fee. � For this urgent requirement, the incumbent, Science and Engineering Services, Limited Liability Corporation , is the only source capable of meeting schedule, technical, and performance, constraints without significant risk of a break in CLS. Based on established contract acquisition timelines, there was insufficient time to award a competitive action and prevent a break in service or degradation of aircraft mission availability. The timeline required to compete and award a new contract, and then mobilize a new contractor to provide CLS by 30 September 2020 was not feasible.
