Description
See attached Sole Source Justification. In FY15, EOUSA�s Office of the Chief Information Officer (OCIO) acquired Venio electronic discovery software to support a proof of concept project. Through that project, OCIO explored the benefits (and drawbacks) of deploying certain electronic discovery (eDiscovery) and collaboration software in a commercial cloud environment. OCIO has created a platform in Amazon Web Services that enables broad (but secure) access by the diverse and geographically-dispersed members of a federal litigation team and that contains the tools those federal case teams need to effectively and efficiently investigate and litigate their cases. This platform has supported more than 150 cases. What is more, the platform has transitioned from a proof of concept pilot to a production system. This system supports numerous United States Attorneys� Offices� current and future cases. After extensive market research, in FY15, OCIO determined that Venio�s software was the only software that satisfied its requirements. EOUSA acquired Venio software and integrated it into is cloud-based proof of concept system. EOUSA has spent several hundred thousand dollars integrating Venio software, performing the relevant security assessment and authorization activities required to operate the software on DOJ cases, and developing processes and procedures for making use of Venio software on DOJ cases. At present, Venio is being used to support numerous cases. Supporting those cases requires that EOUSA renew its Venio licensing. The case teams are receiving data on a rolling basis. Once data processing is started in Venio, the rest of the case data must also be processed in Venio to ensure valid data handling and de-duplication. As a result, EOUSA must continue to license Venio. What is more, replacing Venio with an alternative product at this time would require significant time, effort, and cost. EOUSA has spent several hundred thousand dollars integrating Venio software, performing the relevant security assessment and authorization activities required to operate the software on DOJ cases, and developing processes and procedures for making use of Venio software on DOJ cases. Deploying an alternative technology would require a similar (and likely greater) level of effort. Under the circumstances, EOUSA believes that the cost of a replacement far exceed the cost of the licensing being acquired.
