Description
NOTICE OF INTENT SUBJ: Environmental Compliance Services for the Military Surface Deployment and Distribution Command 834th Transportation Battalion Operations at Military Ocean Terminal Concord (MOTCO), Concord, California PRE-SOLICITATION NOTICE W91238-20-R-0048 This is a synopsis of a proposed contract action / pre-solicitation notice for commercial items prepared in accordance with the format in Federal Acquisition Regulation subpart 5.207, as supplemented with additional information included in this notice. This announcement constitutes only the public announcement of a pre-solicitation notice (including intent to issue a sole source award to ECO and Associates to execute technical activities for MOTCO�s Environmental Compliance Program to ensure compliance with Federal, State of California, Contra Costa County, and local environmental-related regulations. In addition, the Contractor shall prepare all necessary documents required for regulatory approval of environmental permits associated with operating the facility. Upon approval, the Contractor shall submit appropriate invoices for payment as required. The United States Corps of Engineers, Sacramento District is anticipating to award a task order by 30 Sept 2020 in accordance with FAR 8.405-6 Limited Source Justification using GSA Professional Services Schedule Task Order. The Product Service Code is F9999. The North American Industrial Classification System Code is 541620 � Environmental Consulting Service with a small business size standard of $15 5M. Contracting O?ice Address: United States Corps of Engineers 1325 J Street Sacramento, CA 95814 Duration of Contract Period: Twelve-month base period plus one six -month option period. A Task order will be issued individually on a firm-fixed-price basis, using the price schedules established at time of award. Description of Services: The Contractor shall ensure updates to the HW Management Plan (HWMP), Spill Prevention Control and Countermeasure (SPCC) Plan, Pollution Prevention (P2) Plan, Integrated Solid Waste Management Plan (ISWMP), Green Procurement Plan, Installation Spill Contingency Plan (ISCP), Storage Tank Management Plan (STMP). All updates to the plans shall be coordinated through the Contractor�s Compliance Manager. Other Environmental Plans - The Contractor shall perform an annual review and shall update the following plans accordingly during the period of performance: Spill Prevention Control Plan (SPPCP), Pollution Prevention Plan (P2) and Integrated Solid Waste Management Plan (ISWMP). The Contractor shall coordinate with MOTCO�s Environmental Manager in the preparation of environmental compliance reports, regulatory submittals, data call responses, and all other environmental compliance related activities, such as Army Environmental Database Reporting (AEDB), HQAES, ISR, SWARS, CERS, SMARTS, DOORS, and IAP, engineering plans and work plans related to environmental compliance/assessment. 6.0 Database Maintenance. The Contractor shall maintain a system or database (Microsoft Excel Spreadsheets) to track the regulatory, compliance and execution status of each active MOTCO project/program/plan. This includes permits, manifests, EAs, EIS, and natural resources management plans. 7.0 Meetings/Briefings. The Contractor shall be required to schedule, attend, and present a series of local meetings and briefings in connection to this task order. One meeting per month over a 12-month period is anticipated. The date, time, and briefing format shall be coordinated with MOTCO�s Environmental Coordinator. The Contractor shall be required to attend meetings with representative of Federal and State regulatory/resource agencies and other contractor representatives. 8.0 Travel and Training. The Contractor�s staff may be required to travel to MOTCO to support taskers identified above. The Contractor shall be responsible for covering costs associated with travel as necessary to include local or distant travel and other tasks as provided in the Performance Work Statement (PWS). The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All information submitted should support the o?eror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an o?eror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered.� The Government reserves the right to cancel the Sole Source Award.
