Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (i) The solicitation number is 95332420Q0067. This solicitation is issued as a request for quotations (RFQ). (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-09 (effective August 27, 2020). (iii) This solicitation is not a set aside. (iv) Contract line item number(s) and items, quantities and units of measure are included in the solicitation. (v) The Millennium Challenge Corporation (MCC) requires a contractor to conduct Freight Transport Market Analysis and Political Economy Analysis for the Cotonou-Niamey Corridor in support of MCC�s potential Benin & Niger Regional Integration Transport Program. MCC intends to engage a Contractor with substantial experience and knowledge of freight transport sector markets and political economy , preferably in Benin and Niger, the West African Economic and Monetary Union (WAEMU), or other West African contexts to carry out interviews, observations, and discussions with key stakeholders within Benin and Niger, analyze the structure of the freight transport market using collected information and existing data sources, gauge the evolving political situation based on media reports and expert opinions, and review relevant documents such as existing policies, laws and regulations affecting the freight transport sector along the Cotonou-Niamey corridor.� The contractor will also organize workshops, roundtables, focus group discussions and stakeholder surveys as needed to carry out the assignment. (vi) Dates and places of delivery are included in the solicitation document. Acceptance is at the Government location. (viii) The provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition.
