Description
AMENDMENT 5�- Response to question�submitted. Question: Can the Staffing Expertise Matrix and the Person Loading charts be included as Appendices and not counted toward the page count limit? Can we use 11x17 landscape for the expertise Matrix? Answer: Staffing Expertise Matrix and Staff Loading Charts are included in the page count limit. Pages must be letter size (8.5 x 11 inches), but can be in landscape orientation. Question: According to bidders� question 33, the staff loading chart must be presented by hours, years, tasks, and subtasks for all personnel, subcontractors, consultants, and partners. Since there are 11 tasks, 25 subtasks, and 5 contract years, in order to be readable, this chart may be 25 pages long. Therefore, can the staff loading chart be included in an appendix and not counted toward the page limit for the technical proposal? Answer: No. There is no change in submission date. ------------------------------------------------------------------------------------------------------------------------------------------------------------- AMENDMENT 4�- Response to question�submitted. Question:� Does the contractor provide the software for the collection of the information? Answer:� Yes, the contractor shall provide the computer assisted telephone interviewing (CATI) system. Please refer to Task2b, Task3a, Task3b, and Task3c in the PWS (Attachment 1a) for more detailed information. There is no change in submission date. ------------------------------------------------------------------------------------------------------------------------------------------------------------- AMENDMENT 3�- Response to clarification�submitted. SAMHSA received a follow up question to Amendment 2 Q&As posted on July 9, 2020. Question: The response to Question 32 indicates that resumes should be provided for all proposed staff. Can we assume this requirement does not include providing resumes for the significant number of on-call staff such as CATI call center agents who would not be individually named in the proposal? Answer: Resumes for on-call staff such as CATI call center agents do not need to be submitted. There is no change in submission date. ------------------------------------------------------------------------------------------------------------------------------------------------------------- AMENDMENT 2�- Response to Questions submitted. There is no change in submission date. ------------------------------------------------------------------------------------------------------------------------------------------------------------- AMENDMENT 1 - Attachment 1d - Technical Documentation - was added to this solicitation.� It was not uploaded correctly at the original time of release. ------------------------------------------------------------------------------------------------------------------------------------------------------------- The collection and reporting of service and program data depend upon the capability of providers and State agencies to collect and report such data, and on the uniformity and standardization of data content within and across data reporters.� The major national source of service and program data is the Behavioral Health Services Information System (BHSIS), which is administered by SAMHSA�s Center for Behavioral Health Statistics and Quality (CBHSQ). The purpose of this contract is to collect, manage, and analyze the data from the six (6) major inter-related components within the BHSIS contract. These include:� Inventory of Substance Abuse and Mental Health Treatment Facilities(I-TF) (This inventory system was formerly the Inventory of Behavioral Health Services (I-BHS). National Substance Use and Mental Health Services Survey (N-SUMHSS) (Pronounced: �n-sums�). This survey was previously two separate surveys know as National Mental Health Services Survey (N-MHSS) and National Survey of Substance Abuse Treatment Services (N-SSATS).� This facility survey is an annual survey of substance abuse and mental health treatment facilities listed on the I-TF. Treatment Episode Data Set (TEDS), a collection of substance abuse treatment admissions and discharges to publically-funded substance abuse treatment facilities.�� Mental Health-Client Level Data (MH-CLD), collections of mental health client level data from publically-funded mental health treatment service facilities. Uniform Reporting System (URS) Tables required for Mental Health Block Grant application procedures, which represents data collection efforts in coordination with CMHS Mental Health Block Grant program data needs. Behavioral Health Treatment Services Locator - The N-SUMHSS data is used to populate the Locator. The Locator is a confidential and anonymous source of information for persons seeking treatment facilities in the United States or U.S. Territories for substance use/addiction and/or mental health problems.
