Description
***This effort is intended to be a sole source requirement.*** The intent of the overall effort is to adapt existing interfaces with the current C-5M avionics backplane, avoiding any development that would drive a re-architecture of the entire avionics suite. The effort encompasses design, build, integration, test, time compliance technical order validation and verification, and provisioning for sustainment of the overall display system. By replacing the current MFDU, and meeting the goal of extending the C-5M fleet life through 2040 (all 52 aircraft), the RMCD program ultimately avoids projected aircraft Mission Impaired Capability Awaiting Parts (MICAPs) grounding issues (September 2024) and improves overall aircraft availability metrics. The new display system components (displays and GPUs) that will replace the legacy MFDU will need to be identified and selected, ensuring that they provide legacy interfaces to the existing mission processing system, while also being postured for future interface technology updates. Updates to Operational Flight Programs (OFP) modifying or aggregating display data will be affected and will require updating. Updates to the diagnostic system OFPs will also be required by using an Ethernet interface. A form-fit-function replacement (FFFR) was initially pursued, but decided against given the advances in aircraft display technologies. Aircraft wiring will also be impacted. Use of mixed displays (current and new) is not be permissible due to human factors considerations.�� This action will result in the award of a C-type contract consisting of a 24-month period of performance.��The contract will include Cost-Plus-Fixed-Fee (CPFF), CPFF Level of Effort, Cost-Plus-Incentive-Fee (CPIF), Cost-Reimbursable-No Fee (CR-NF), Firm-Fixed Price (FFP), and Not Separately Priced (NSP) contract line items (CLINs). The period of performance of the contract is projected to be from 24 Jul 2021 to 23 Jul 2023.�� All questions and responses concerning this notice shall be emailed to aliscia.pitts@us.af.mil by the response date on this synopsis.
