AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912JM-20-R-0055 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 333999 with a small business size standard of 500.00 employees. This requirement is a Small Business Set-Aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2020-09-21 17:00:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be in the Statement of Work. The National Guard - Georgia requires the following items, Meet or Exceed, to the following: LI 001: Blast Booth. Blast booth in accordance with attached statement of work., 1, EA; LI 002: Paint Booth. Paint Booth in accordance with attached statement of work. Paint booth includes a pneumatic supply line connection inside paint booth for spray painting air use., 1, EA; LI 003: Compressor w/Dryer. Compressor with dryer in accordance with attached statement of work. Compressor w/Dryer has 60 HP and 240 gallon tank., 1, EA; LI 004: Breathing Air System. Breathing Air System in accordance with attached Statement of Work. Breathing Air System for blast booth and paint booth capable of supplying Grade D breathing air for one person., 1, EA; LI 005: Electrical. Electrical in accordance with attached statement of work. Electrical includes the following: (1) Provide and install 480V 400-amp breaker in existing panel. (2) Provide and install a new 480V three phase four wire 400-amp panel board with 2-200-amp breakers one 150-amp breaker and one 100-amp breaker. (3) Provide and install EMT conduit and THHN wiring from new circuit breaker to a new 400-amp panelboard. (4) Provide and install EMT conduit and THHN wire for the a) Paint booth 200-amp, b) Blast booth 150-amp, c) Compressor 100-amp and d) Dust Collector 160-amp., 1, EA; LI 006: Airless Pump package. Airless Pump package in accordance with attached statement of work. Airless Pump package includes air kit, siphon kit and hose/gun., 1, EA; LI 007: Installation. Installation of all equipment, onsite clean-up/debris removal after installation of equipment and completion of electrical work, start up and training by a factory technician and one year factory for all equipment., 1, EA; LI 008: Freight. Freight is free on board (FOB) destination CONUS (Continental U.S.). Freight shall be in accordance with attached statement of work and Unison Buy Terms., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.UnisonMarketplace.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Georgia intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Georgia is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. There is no cost to register, review procurement data or make a bid on www.UnisonMarketplace.com. Offerors that are not currently registered to use www.UnisonMarketplace.com should proceed to www.UnisonMarketplace.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.UnisonMarketplace.com by any means. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
