- Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: N0025920N0071. Naval Medical Center San Diego (NMCSD) intends to award a firm fixed price contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: Terumo BCT, Inc. 10811 W. Collins Avenue Lakewood, CO 80215-4440 The North American Industry Classification System (NAICS) code for this requirement is 334516; the business size standard is 1000 (# of employees). The objective of this sole source award is to procure the Monthly drop shipment contract of the 450mL CPD/Optisol double blood bags for collection of whole blood and for preparation and storage of whole blood components. Separation of whole blood components into red cells, platelet concentrate, cryoprecipitate and plasma are also achieved, collected and stored using this double bag system. Period of performance: 01 Oct 2020-30 Sep 2021, with four (4) additional option years. The 450mL CPD/Optisol double blood bags being utilized at US Naval Hospital Okinawa and 8 Military Training Facilities, annual military exercises, and special missions throughout the area. Terumo BCT, Inc. is the only source that can supply the required CPD/OPTISOL Double 450ml Blood Bag with Donor Care Needle Guard and Diversion Blood Sampling Arm Blood Bags. Due to the proprietary nature of these items, no other company was found that has authorized third-party service providers. Additionally, Blood Bags must contain anticoagulant solutions, sealed tubing by sections, FDA labeling, integrated needle guard, and a sample pouch. Sample pouch must be able to collect sterile blood specimens for donor testing, and have the ability to seal after filling in order to maintain the sterility of the blood product. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to supply the required items, meet the monthly delivery schedule and are able to provide valid certification to provide the 450mL CPD/Optisol double blood bags validated by Terumo BCT, Inc.� Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
