Description
NOTE: Questions and Answers have been posted to this annoucement. Please note: Thedue date for all submissions has been extended to Thursday 17 September 2020. The Bureau of Engraving and Printing's (BEP) Office of Technology Development Security Features Division (OTD/SFD) has a requirement for a research grade Goniospectrophotometer (GSM) for the Eastern Currency Facility located in Washington, DC . The GSM is a spectrophotometer that has variable angular control of the light sources and detector relative to a sample surface. A GSM shall be capable of high quality spectral data acquisition of optically variable features on a flat surface and goniospectrophotmetry- the measurement of spectral data at user-selected angles. The GSM will be used to analyze inks, pigments, and thin films containing gonio-apparent materials. The GSM performance is required to be a non-destructive tool used to characterize color and spectra of gonio-apparent materials. The GSM shall have variable angular control of both the light source and the detector relative to the sample surface. The GSM shall be cable of both in-plane and out-of-plane or cross plane measurements. The GSM shall be capable of full color digital image acquisition that is correlated to spectral data. Currently, SFD has a number of R&D projects looking into materials that can be evaluated by a GSM for future banknote security applications. The GSM will be utilized in determining the viably of future security features and materials (inks, coatings, thin films) used in the banknote manufacturing process at the BEP. The Contractor shall provide the BEP, ECF with a newly-constructed GSM containing all sub-components and major components listedin accordance withthe SOW. All submissions are due NLT 1:00pm Eastern Standard Time (EST) Thursday September 17, 2020.
