Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.� Quotes are being requested and a written solicitation will not be issued. This solicitation number 12FPC420Q0029 is issued as a request for quotation (RFQ).� The acquisition procedures at FAR Part 13 are being utilized. The United States Department of Agriculture (USDA) Farm Production and Conservation Business Center (FPAC-BC) anticipates this solicitation will result in one (1) firm-fixed-price (FFP) purchase order for R.M. Young Heavy Duty Alpine Wind Monitors/Anemometers with 8 meter cables (Part Number: 05108-45-8M), 20 Each supporting the Natural Resources Conservation Service (NRCS) �Montana Snow Survey Program.� Award will be made to the responsible Contractor whose quote conforms to the solicitation and most advantageous to the government.� The Government reserves the right not to award any contract under this solicitation.� The estimated award date is on or around September 18, 2020. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular: FAC 2020-07, Effective August 31, 2020 which can be found at: http://www.acquisition.gov/far/index.html �� This acquisition is a 100% Total Small Business Set-Aside Procurement (RFQ). The Small Business size standard is based on the North American Industry Classification System (NAICS) code 334519, Other Measuring and Controlling Device Manufacturing, with a business size standard of 500.� �For more information on size standards visit http://www.sba.gov/size. Contractors shall be registered in www.sam.gov, System for Award Management (SAM) or beta.sam.gov� with this NAICS code in order to be considered for award. Questions MUST be submitted to the Contract Specialist via e-mail � Vickie.grant@usda.gov.� �To avoid oversight, the subject line MUST include solicitation 12FPC420Q0029_Questions_(vendor name here) in the subject line.� No oral communications or inquiries regarding this solicitation are accepted.� All quotations are due not later than 3:00 p.m. Eastern Time on Wednesday, September 16th, 2020 and must be emailed to Vickie.grant@usda.gov (Contract Specialist).� Mailed solicitations are not being accepted.� When submitting your quote, please make certain to include to any applicable shipping charges. Description of Requirement: The Montana Snow Survey Program requires the BRAND-NAMED Item: R.M. Young Heavy-Duty Alpine Wind Monitors/Anemometers with 8-meter cable pigtails (Part Number: 05108-45-8M). � SNOTEL sites are designed to operate unattended and without maintenance for a year or more to collect data on air temperature with daily maximums, minimums, and averages.� These wind monitors will measure the wind speed and direction for mountainous environments at Snow Telemetry (SNOTEL) sites located in Montana, Wyoming, and South Dakota.� The RM Young Heavy-Duty Alpine Wind Monitors are conducive to the harsh weather conditions at SNOTEL sites in the region and specifically designed to support locations which record high winds and abrupt wind directional changes.� The color and coatings on the units prevent the formation of ice and rime and enhances the ability to shed/melt ice curing the winter months.� The wind monitor features an oversized propeller shaft and locking nut which improves the functionality and life of the unit in high winds.� Because the oversized bearings are made of a ceramic material instead of stainless steel, corrosion is less likely and supports the expectation for a longer life cycle. The 8-meter-long cable pigtail for the R.M. Young Alpine anemometer (05108-45-8M) is the minimum specification for mounting sensors to the tops of meteorological towers at SNOTEL sites.� While there are other models on the market, use of a different supplier/brand could cause inconsistencies among results making it difficult to compare data.� These units are part of the SNOTEL standard configuration of sensors using the wiring scheme provided by RM Young. ��Any other sensor would not allow for easy swapping for repair or calibration during the annual maintenance visits at SNOTEL sites.
