This announcement constitutes the only solicitation; proposals are being requested and a seperate written solicitation will not be issued. All non-price factors will be evaluated using the procedures at FAR 13.106-2, in accordance with FAR subpart 12.602 �Streamlined Evaluation of Offers�. The price factor will be evaluated in accordance with FAR 13.106-3. This DRAFT solicitation is being issued today 15 September 2020 as a Request for Quote (RFQ). The Request for Quote is�made available through www.beta.sam.gov under RFQ No. W9133L20Q2004, with subject titled: National Guard Heritage Paintings. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-09/08-27-2020. This procurement is being issued as total small business set-aside under the North American Industry Classification System (NAICS) code 711510, Independent, Artists, Writers and Performers, and Product Service Code 9915. DESCRIPTION OF REQUIREMENTS: The National Guard Heritage Painting series is an ongoing extensive collection of paintings depicting the National Guard in military action from earliest colonial times to present day, as selected by the Heritage Painting�Committee. All of these projects are designed to tell the story of the National Guard both in time of peace and time of war, and prints are available at no cost to the public. This is a vital aspect of the NG command information program.� The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to paint scenes from the history of the National Guard, as determined by the Heritage Painting Committee and by CNGB, and will photograph for reproduction, provide layout and design services for captioned prints, and frame the original oils, as defined in this PWS. � See the Performance Work Statement (PWS) for detailed description of deliverables.� CONTRACT TYPE: �This solicitation is a request for Quote (RFQ) that will result in the award of a firm fixed priced (FFP) contract.� DELIVERY SCHEDULE: 320 Days After Date of Contract� PLACE OF PERFORMANCE: The contractor will perform services at a location determined by the contractor, either in commercial or private workspace.� THE DEADLINE FOR ALL QUOTESTO BE SUBMITTED IS 25 September 2020, 4:00 P.M.
