Description
NASA Ames Research Center (ARC) intends to extend contract NNA12AB39C, CubeSat Proximity Operations Demonstration (CPOD) Contract with Tyvak Nano-Satellite Systems, Inc. on a sole-source basis pursuant to 10 U.S.C. 2304 (c)(1), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services with Satisfy Agency Requirements. The purpose of this contract is to demonstrate and validate and characterize many new miniature low-power proximity operations technologies applicable to future NASA missions. The CPOD project will demonstrate rendezvous, proximity operations, and docking using two 3 unit (3U) CubeSat satellites.� The performance period will be extended for up to fifteen months, consisting of an eleven-month base period, and one four-month options period. The period of performance will be extended from October 1, 2020 through December 31, 2022, if all options are exercised. The extension will not increase the current contract value. The extension is necessary to continue on-going mission critical work at ARC. There are no follow on actions to the CPOD requirement. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform this requirement in writing to the identified point of contact no later than noon local time on Tuesday, September 30, 2020. Submitted capabilities/qualifications will be evaluated solely for determining whether to conduct this requirement on a competitive basis. A determination by the Government not to compete this proposed requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency.
