- VA is seeking either a SDVOSB or VOSB for this procurement. The Northern Arizona VA Health Care System is proposing to lease a minimum of 18,500 to a maximum of 19,160 Net Usable Square Feet (NUSF) for a Community Based Outpatient Clinic (CBOC) in Lake Havasu City, Arizona. The space shall be located in a quality building, constructed of sound and substantial construction, and shall be in compliance with Federal Laws & Regulations governing Federal Leases, Building and Fire codes, and the American with Disabilities Act. If not a new Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the Space with modern conveniences.�The VA is seeking under PL 109-461 Veterans First, a Service-Disabled Veteran Small Business or Veteran Small Business Lessor or Owner able to provide the following space: The space shall include at least 26 rooms to serve as exam or treatment rooms for the care and treatment for patients. The space shall also include rooms to serve Lobby/Reception, Five PACTs, Women s Health, Clinical, Common-Staff, Mental Health Clinic, Pathology and Lab Services, Pharmacy, Logistics & Police Services, Support Spaces, IT, HVAC Spaces. Space must be adjoining and located on one floor. Common areas shall have security monitoring. The space shall provide a dedicated parking area for approximately 85 vehicles, of which 5 will be dedicated ADA accessible spaces, (2) vans and (3) car stalls, to be utilized by patients and staff. In addition, include (3) dedicated motorcycle parking stalls and (5) dedicated bicycle rack spaces. ADA accessible parking spaces must be located immediately adjacent to the building's main entrance(s). All other parking spaces shall be located within 50 feet of the main entrance(s). The parking area shall meet the following requirements: 1. The parking area shall have appropriate vehicular circulation, access from main thoroughfares, emergency vehicle access and entry, barrier free access to public entrances, safe passage for pedestrians, adequate lighting, and security monitoring. 2. The parking area shall be paved and striped. This will be a fully serviced lease with a lease term of twenty (20) years with the VA having the option to vacate the premises after the 10th anniversary, with a 90-day notice. The available space must be within the following delineated area: Northern Boundary: Lake Havasu City limits to the north, generally bound by the undeveloped dessert to the north. Eastern Boundary: Lake Havasu City limits to the east, generally bound by the undeveloped dessert/mountains to the east. Southern Boundary: Lake Havasu City limits to the south, generally bound by HWY 95. Western Boundary: Lake Havasu City limits to the west, generally bound by the Colorado River. The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space.
