- Description
- The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) intends to procure a sole source, Firm-Fixed-Price (FFP) purchase order for support of the maintenance of Dam Safety Research Library and Database Services with the Association of State Dam Safety Officials (ASDSO).� The purchase order is anticipated to be one (1) base year and four (4) one (1) year option periods. This proposed purchase order will provide continuous learning for the National Dam Safety Program.� The National Dam Safety Program is required to ensure that new and existing dams are safe through the development of technologically and economically feasible programs and procedures for national dam safety hazard reduction. The scope of this requirement is to provide services and support to maintain and update a library that encompasses an electronic research database and a single central location for access by the dam safety community via web portal. The library will be available to the dam safety community and will serve as a searchable repository of dam safety research, studies, white papers, and more. Training services are required to show users how to access the library and how to use the library and web portal. The expertise needed and anticipated to support this requirement include but are not limited to civil engineers (both dam and geotechnical), mechanical engineers, structural engineers, emergency management professionals, planners, hydrology specialists, technical writing professionals, geographic information system managers and graphic design specialists.� As a result, ASDSO will maintain and update the Research Library Database and maintain the web portal and single central location for access by the dam safety community The proposed contract is based upon the exclusion found at Federal Acquisition Regulation 6.302-1 and 41 United States Code 3304(a)(1), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE FOR THIS REQUIREMENT.� This notice of intent is not a request for competitive proposals.� Interested, responsible sources may submit information about their capability to perform this requirement, which shall be considered by the agency.� Capability statements must be received by the response date and time of this notice.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
