- Notice of Intent to Sole-Source Requirement 2 Friday, September 18, 2020 Notice of Intent to Sole-Source Requirement The Department of Veterans Affairs, Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement for a Precision Floor Plus and VapoTherm Transfer Units for the Ann Arbor VA Medical Center, 2215 Fuller Rd., Ann Arbor, Michigan, 48105. In accordance with 41 U.S.C. 3304(a)(5), 38 U.S.C. 8127(b), as implemented by FAR 6.302-5 (Authorized or Required by Statute), and under the authority of VAAR 819.7007, Sole Source Awards to a Verified Service-Disabled Veteran-Owned Small Business, the Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to Veterans Healthcare Supply Solutions, Inc., 13949 Alvarez Road, Suite 300, Jacksonville, FL 32218. The associated North American Industry Classification System (NAICS) Code is 339112 and the Business Size Standard is 1,000 employees. It is to the Government s belief that the Precision Floor Plus and VapoTherm Transfer Unit is the only flow monitors that is fully compatible with the existing five VapoTherm Flow Monitors at Ann Arbor VA Medical Center. These additional flow monitors are for Pulmonary section activation. The assigned Pulmonary clinics are increasing; adding an advanced bronchoscopy clinic will help reduce fee-based costs for Ann Arbor VA Medical Center. The Pulmonary section activation will require two (2) additional Precision Floor Plus and VapoTherm Transfer Units, along with the associated accessories. Please note: The consistency of the requested equipment is essential to Veteran Patient Safety. The requested equipment must be consistent with the existing fleet that is currently established at the facility. The estimated value of this acquisition is approximately $27,490.00. The estimated award date is on October 1, 2020. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. A firm fixed price contract with no option years is anticipated and shall be awarded. It is to the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. Interested persons may identify their interests and capability to respond to this requirement no later than 4:00 PM Eastern Time, Tuesday, September 22, 2020. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
