- Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) National Activations Office (NAO) September 21, 2020 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Long Beach Pkg. #47 Balance System RFI NUMBER 36A77620Q0444 This acquisition is in support of the VA Long Beach Healthcare System. The VA Long Beach Health Care System in need of one (1) Rotational Testing Balance System. This item can only be procured from Neurolign s USA authorized dealer, PROAIM Americas, LLC. The Program Contracting Activity Central (PCAC), National Activations Office (NAO) intends to issue a solicitation to the authorized dealer of the Original Equipment Manufacturer (OEM) of the rotational testing balance system requesting one (1) I-Portal Neurotologic Test Center (NOTC) Professional. This procurement is being conducted in accordance with FAR 13.106-1(b)(ii), Soliciting from a Single Source (including brand name). The NAICS code for this procurement is 339112 and the Small Business Administration Size Standard is 1,000 employees. If vendors believe they have the technical capability to meet this need through another brand, submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System for Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going to https://www.sam.gov. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quotation with manufacturer cut sheets, which may be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
