- Description
- The National Guard Bureau (NGB) intends to award a sole source contract for requirement of the Composite Army National Guard Safety Development and Assessment Program (CASDAP) with a period of performance from 29 September 2020 to 28 March 2021. The National Guard Bureau (NGB) and specifically, the ARNG Safety and Standardization Branch (ARNG-AVS) has an enduring requirement to conduct safety program audits and evaluations of the 54 ARNG States, territories, and the District of Columbia Joint Forces Headquarters to meet safety requirements outlined by OSHA statutes, 6055 Department of Defense Instruction safety series and 385 series Army Regulations.� This effort is conducted through the use of the CASDAP.� CASDAP consists of an NGB comprehensive and collaborative three phased audit approach, providing ARNG States, Territories, and the District of Columbia a means to determine safety program effectiveness of execution and integration of ARNG and Army Safety Programs into the organization�s mission.� NGB intends to award this sole source contract to Microsystems Automation Group (MSAG), because it is vital for services to remain with the incumbent contractor as they are the only responsible source and no other services will satisfy agency requirements IAW 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1(a)(2)(iii)(B). This increased effort was unforeseen at the original time of solicitation/award of the incumbent contract (GS00Q14OADS127/W9133L-15-F-0038).� Competition was not sought for this requirement as the Government is currently finalizing a competitive acquisition for the follow-on requirement and anticipates award no later than January 2020. In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the Technical Staff and Support Services requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1500 ET on 28 September 2020. Responses must be submitted in writing to the Contract Specialist, LTC Tanya MIxson, via email at tanya.l.mixson.mil@mail.mil no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
