Description
The Naval Air Systems Command (NAVAIR), V-22 Osprey Program (PMA 275), Patuxent River, MD is soliciting offers using full and open competition for the procurement of the Degraded Visual Environment Helmet Mounted Display System and integrated processing capabilities for use in the MV-22B Osprey. This procurement uses both Fixed-Price Incentive and Firm Fixed Price contract type line items within a base and options to include Non-Recurring Engineering (NRE), Recurring Engineering (RE), Kits and Kit Installations at CONUS and OCONUS sites. This acquisition is being pursued on a competitive basis under the authority of 10 U.S.C. 2304, as implemented by Federal Acquisition Regulation (FAR) Part 6.102, �Full and open competition� utilizing FAR Part 15.3 source selection procedures. This solicitation notice is for the Request for Proposals. All responsible sources may submit a formal proposal, which shall be considered by the agency. The following documents are part of the Solicitation package: Solicitation N0001920R0053 / Request for Proposal (Sections A-M) Exhibit A CDRLs ������ 3.�Section J� Attachments Attachment (1) MV-22 DVE/HMD System Development Statement of Work Attachment (2) Performance Specification System Specification for the MV-22 DVE/HMD System Attachment (3), Government Furnished Equipment List Attachment (4), Government Furnished Information List Attachment (5) Software Metrics Plan Attachment (6) Small Business Subcontracting Plan (Reserved - Offeror submittal) Attachment (7) Level of Rigor (LOR) Table with DO-178 Mapping Attachment (8) CSDR Plan Standard Policy Attachment (9) DVE-HMD Specially Negotiated License (To Be Submitted by Offeror) 4. Technical Library Letter of Intent (LOI):� All responsible sources must submit an unclassified LOI not to exceed 5 pages with the information below to Denise Thompson (Denise.Thompson@navy.mil). Interested parties must first submit a Letter of Intent (LOI) and supporting documentation required to obtain authorization to receive the Solicitation package associated with this effort. The Technical Library contains data marked subject to the International Traffic in Arms Regulations (ITAR)(22 CFR Parts 120-130). The Solicitation package shall be provided to interested sources upon authorization of LOI. Any future updates to the Solicitation package will be automatically sent to the POC in the originally submitted LOI. The LOI shall include the following information to verify credentials (do not submit classified information): CAGE code, DUNS Number, and mailing address Business size. Indicate whether Contractor is a Large Business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern.� POC information and e-mail address to receive the Solicitation package POC to receive additional information or clarification All questions should be submitted in writing electronically to NAVAIR Contracts, Denise Thompson and Kady Harris via email at Denise.Thompson@navy.mil and Kady.Harris@navy.mil and PMA-275 IPT, CAPT Kylie Williamson and Joseph Bell via email at Kylie.Williamson@navy.mil and Joeseph.Bell@navy.mil. *The Government will review and answer questions that affect the solicitation prior to the deadline for proposal submittal, provided that those questions are received no later than 1400 Eastern Standard Time (EST), 02 OCTOBER 2020. Answers to questions that affect the solicitation will be sent to offerors via a formal RFP amendment. The Government reserves the right not to respond to any questions received concerning this solicitation after the date above. Accordingly, offerors are encouraged to carefully review all solicitation requirements and submit questions to the Government early in the proposal preparation cycle.
