Description
Furnish all materials, equipment, and labor to reconfigure the fuel facility located at Coast Guard Station Port Aransas - 800 North Station Street Port Aransas, TX 78373-0338. Work shall commence within 5 days after the contract is awarded. The entire work shall be completed no later than 7 days after contract award. The project area will be open to the contractor Monday through Friday 7:00 AM to 3:00 PM and all work must be done during those hours unless approved by the contracting officer. No work shall be done on weekends or Government holidays. The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses, permits, and letters of certification. The Contractor shall comply with all applicable Federal, State, County, and Municipal laws, codes, and regulations in connection with the performance of the work specified under this contract. The contractor will comply with all established security policies at Station Port Aransas. Due to periods of heightened security that may affect the access to the areas covered under this contract, areas may be subject to periodic closures, which in turn may reduce or inhibit the Contractor�s ability to access certain areas. During periods of heightened security, the Government reserves the right, at any time, to close any property or portion of property and reschedule and/or cancel any subsequent service in an area. The Contractor shall be given at least 24 hour notice of any such closure. Containers for excess and/ or waste materials, rubbish, etc. shall be provided by the contractor at the site, and the site will be inspected/ cleaned on a daily basis. Water, air and land resources shall not be adversely impacted during the course of the work. Contractor will take necessary steps to ensure all federal, state, and local environmental regulatory requirements are met. The contractor is responsible for providing all materials to complete the project. Unless specified in the contract, the Government will not provide any equipment, telephone services or other resources. The contractor may use the restroom at the station but must proceed directly to and from the restroom. The contractor will be responsible for providing spill prevention materials including PPE, sorbents, and clean-up item. All spills will be cleaned up immediately. All spills shall be reported to the Technical Point of Contact immediately. Contractor will use best practices to prevent spills or leakage of any hazardous material. Contractor will take immediate action to contain or minimize any spill or leak. The contractor shall furnish all labor, materials, and equipment to reconfigure the fuel farm to full working order and design functionality. The contractor will install and plumb new fuel lines into the gasoline and diesel storage tanks. The tanks are double walled 1,000 gallon gasoline and 4,000 gallon diesel. Both tanks are above ground with no known leaks. Isolate, remove, and drain fuel in piping being replaced b. Disconnect and remove solenoid valve c. Remove, drain, and discard the ground mounted fuel filtration unit d. Install new piping and pipe fittings e. Cut and rethread piping as necessary f. Replace galvanized pipe with stainless steel pipe g. Install two new water separators / filters for pump stations h. Remove existing relief valve and install new relief valve i. Reconnect solenoid valve j. Plug old vent lines Upon final completion of work, the fuel farm will be energized and tested in the presence of the Contracting Officer�s Technical Representative. The contractor will be responsible for the safe and compliant disposal of storage tank fuels, filters, piping, fittings, and valves. Contractor shall practice good housekeeping and maintain a safe job site. The work area, including any storage areas, will be kept free from the accumulation of waste materials. Upon completion of work, the contractor shall remove all tools, equipment, and materials. The job site shall be cleaned up to the satisfaction of the Government.
